The 628th contracting squadron intends to award a firm fixed price purchase order for
wastewater pump and haul services at JB Charleston Short Stay Recreational Area. The services will be performed at the
wastewater treatment plant surge tank and RV dump station. The estimated
wastewater volume is 70,000 gallons per month. Oral solicitations will close on Tuesday, September 23, 2025, at 2:00 PM. The contractor will be responsible for all management, tools, supplies, equipment, transportation, labor, supervision, and management necessary to provide
wastewater disposal services. The contractor must comply with all applicable federal, state, local, and environmental laws, publications, technical directives, instructions, and industry standards. The contractor must provide disposal records, including a receipt from the disposal site, to the contracting officer, contracting officer's representative, and the 628th CESCEIE water quality program manager. Emergency calls must be responded to within one hour and the contractor must be present on the job site within two hours of receiving the call. The contractor must maintain a written safety plan and provide copies to the wing safety office prior to starting work. The contractor must also submit a hazardous waste plan to the contracting officer and contracting officer's representative before the start of contract performance. The contractor must notify the contracting officer for approval from the 628 CEIE hazmat representative prior to purchasing, handling, using, and storing any chemicals, solvents, lubricants, and other products that require safety data sheets (SDS). The contractor must also notify the contracting officer immediately of any hazmat or sewage spills. The contractor is responsible for promptly cleaning up all spills in a manner consistent with current environmental regulations.
