This is a solicitation for a U. S. Personal Services Contractor (PSC) to serve as the Regional Manager for Africa, based in Johannesburg, South Africa, for the U. S. Trade and Development Agency (USTDA). The PSC will be responsible for advancing U. S. strategic priorities in emerging markets by facilitating infrastructure development, attracting financing, and promoting U. S. solutions. Key responsibilities include project development, monitoring, financing, and implementation, as well as representing USTDA within the U. S. Mission in South Africa and across the continent. Applicants must be U. S. citizens and submit a detailed resume/CV, proof of education and qualifications, three professional references, salary history, and at least two writing samples (**** words each). The application deadline is June 25, 2026, at 1:00 PM EST. Evaluation will be based on education (10 points), work experience (40 points), technical knowledge (30 points), and skills (20 points). A Bachelor's degree is required, with a Master's degree preferred. Minimum of 8 years of professional experience in international finance, infrastructure project development, or related fields is necessary. A Top Secret security clearance and medical clearance are mandatory. The position offers a full-time, 40-hour workweek with a salary equivalent to GS-14 or GS-15, ranging from $107,446 to $164,301 per annum, depending on experience. The contract period is for one base year with four one-year option periods, totaling five years.

Payments shall be made to the PSC by electronic funds transfer. The payment office for salary and benefits is the U. S. Department of State via payroll office. Travel will be handled by the administrative offices of the U. S. Embassy. The contract value is estimated up to $332,**** for the base period and $2 million for the total contract period.
The PSC warrants that no person or agency has been employed or retained to solicit or obtain this contract upon an agreement or understanding for a contingent fee, except a bona fide employee or agency. For breach or violation of this warranty, the government shall have the right to annul this contract without liability or, in its discretion, to deduct from the contract price or consideration, or otherwise recover, the full amount of the contingent fee.
Consideration and selection will be based on a panel evaluation of the applications vis-à-vis the evaluation criteria, with a total of 100 points available: education (max 10 pts), work experience (max 40 pts), technical knowledge (max 30 pts), and skills (max 20 pts).
To be considered for the position, a candidate must meet the minimum qualifications listed in the solicitation, including being a U. S. citizen, possessing a Bachelor's degree (Master's preferred), having at least 8 years of professional experience in international finance, infrastructure project development, or related fields, and demonstrating strong technical knowledge and skills.
