This tender is for the supply of self-sustaining fish feed. Bidders must provide an amino acid profile for feed products suitable for trout and salmon. Product quality assurance, including HACCP documentation and traceability of ingredients, is required. The contractor will also provide product support information. Pricing must be firm for the initial contract term. Bids must be submitted electronically by the closing date. The state reserves the right to reject any or all bids. A certificate of compliance must be completed and submitted. The contract will be awarded based on specification check sheet results. Bidders are encouraged to consider climate change and environmental factors in their proposals. Samples may be requested prior to or after contract award. A warranty of at least one year from the date a product is available for use is required.
The bid must be received by the state by the due date specified on the front page of the solicitation. Late bids will not be considered. The state may issue an addendum to change the date and/or time when bids are due.
Payment terms are net 30 days from the date the state receives an error-free invoice with all necessary and complete supporting documentation. Percentage discounts may be offered for prompt payments, but must be in effect for a period of 30 days or more to be considered in making awards.
The manufacturer shall include with its proposal a written warranty for each product that it intends to furnish. Warranties must be based on commercial use, and shall extend for a minimum term of one 1 year from the date a product is available for use by the purchaser; however, longer term warranties are desirable and will be given favorable consideration, all else being equal.
The contract will be awarded based on specification check sheet results.
Bidders must be registered with the Vermont Secretary of State's office and obtain a contractor's business account number issued by the Vermont Department of Taxes to be awarded a contract by the state of Vermont, unless an individual is doing business in their own name.
Diets that prove to be unpalatable, deliver unacceptable growth rates, result in low feed conversions, or abnormally decrease water quality may not be used and may result in termination of contract.
The commissioner reserves the right to request from the bidder/contractor a representative sample of the product offered at any time prior to or after award of a contract. Unless otherwise instructed, samples shall be furnished within the time specified in the request. Untimely submission of a sample may constitute grounds for rejection of bid or cancellation of the contract.
