The period of performance is six months after receipt of order.

To avoid delay in payment, all invoices must be uploaded into the invoicing processing platform IPP www. ***. *. * invoice must match the line item description on the purchase order. It must also state that payment is to be made using a threeway match.

All offerors must be actively registered in the System for Award Management (SAM) at www. ***. *. *

The delivery is to be completed within thirty (30) days of order. Items not delivered within the required time frame may be subject to cancellation, and any and all shipping and restocking fees will be the responsibility of the vendor.

The bid notice states that invoices will be handled in accordance with the prompt payment act 31 **** and office of management and budget (OMB) prompt payment act regulations at 5 CFR part 1315. The government agrees to inspect and determine the acceptability of any supply delivered or service performed specified in the invoice within thirty (30) days of receipt of a proper invoice from the contractor, after which time, if no affirmative action has been taken by the government to accept such supply or service, the supply or service will be deemed accepted and payment due thirty (30) days from the date of deemed acceptance.

The government intends to evaluate quotes and award a contract to the contractor whose quote represents the best value to the government based on price, technical acceptance, and past performance.

Offerors are advised that this solicitation requires offerors to be registered in the System for Award Management (SAM). The government reserves the right to require the quoter to submit additional information as necessary to support a pre-award determination of responsibility.

Items not delivered within the required time frame may be subject to cancelation and any all shipping and restocking fees will be the responsibility of the vendor.

Handwritten bids will be rejected. Offerors are responsible for ensuring their quote has been received by the date and time set in order to be considered for award.

The delivery needs to be made no later than 15 Sep 2026 to the NMFS AFSC Research Facility in Juneau, AK.

Submitted capability statements shall include general information: provide the company name and address, unique entity identifier, cage code, type of business under naics code **** e. g. small business, 8 a, veteran owned small business, service disabled veteran owned small business, hubzone small business, small disadvantaged business, and or women owned small business or other than small business as validated via the system for award management sam, and company point of contact including name, phone number, and e mail address. Capabilities: demonstrate how your firm has the products and capabilities to meet all requirements in the statement of need.

The bid must be received by the state by the due date specified on the front page of the solicitation. Late bids will not be considered. The state may issue an addendum to change the date and/or time when bids are due.

Payment terms are net 30 days from the date the state receives an error-free invoice with all necessary and complete supporting documentation. Percentage discounts may be offered for prompt payments, but must be in effect for a period of 30 days or more to be considered in making awards.

The manufacturer shall include with its proposal a written warranty for each product that it intends to furnish. Warranties must be based on commercial use, and shall extend for a minimum term of one 1 year from the date a product is available for use by the purchaser; however, longer term warranties are desirable and will be given favorable consideration, all else being equal.

The contract will be awarded based on specification check sheet results.

Bidders must be registered with the Vermont Secretary of State's office and obtain a contractor's business account number issued by the Vermont Department of Taxes to be awarded a contract by the state of Vermont, unless an individual is doing business in their own name.

Diets that prove to be unpalatable, deliver unacceptable growth rates, result in low feed conversions, or abnormally decrease water quality may not be used and may result in termination of contract.

The commissioner reserves the right to request from the bidder/contractor a representative sample of the product offered at any time prior to or after award of a contract. Unless otherwise instructed, samples shall be furnished within the time specified in the request. Untimely submission of a sample may constitute grounds for rejection of bid or cancellation of the contract.
