This tender is for the maintenance and operation of water systems at the Warfordsburg Rest Area Welcome Center. The contract term is initially 1 year, with a possible 1-year renewal. The anticipated start date is July 1, 2026. A mandatory site visit is scheduled for April 30, 2026. All questions must be submitted by May 1, 2026. The public bid opening will be held virtually on May 6, 2026. Bidders must provide written documentation of their capabilities, including prior experience and a general work plan. Employees operating water treatment facilities must have specific certifications. Bidders are prohibited from subcontracting without written approval. The scope of work includes operation and maintenance of the water supply system, water quality monitoring, and reporting. Bidders will furnish all necessary tools, equipment, and materials. Penalties for noncompliance include liquidated damages and potential contract termination. Bidders must submit a statement of qualifications, prior experience, work plan, certifications, emergency preparedness plan, insurance certificates, and worker protection forms. The contract requires compliance with all federal, state, and local laws and safety regulations.
The contract purchase order shall be 1 year, with a possible renewal for an additional 1 year. The anticipated start date is July 1, 2026. The contract may be extended for up to three months upon notice. The bid notice does not specify a final delivery deadline for the services, but rather a start date and contract term.
The bidders shall submit one invoice per month by the 5th of each month for the previous month's services. Invoices must include separate line items for operation and maintenance, additional labor hours, and material and equipment contingency. An approved OS501 form must accompany each invoice submitted for payment.
The bidders shall provide written documentation of the capability to satisfactorily handle all aspects of the services covered under the scope of this contract. They shall also provide references indicating they can complete the necessary work and verification they have been actively engaged in this business for at least five calendar years. All employees operating and monitoring the water treatment facilities shall have a minimum class d water treatment plant operator with subclasses 6, 8, 9, 12 certification.
If the bidders fail to properly sample and perform any of the required tests designated herein, or fail to submit tests before the data stipulated, the bidders will be assessed liquidated damages for each test not properly performed or reported. If the bidders fail to maintain the services of a certified commercial drinking water laboratory throughout the duration of the contract, or any contract noncompliance persists, PennDOT reserves the right, upon 24 hours written notice, to cancel the contract. In the event the bidders fail to comply with any of the contract specifications and/or requirements through neglect of, or planned damages to, PennDOT equipment or facilities to increase items of work, PennDOT reserves the right upon 24 hour written notice to terminate the contract.
A site visit will be held at the Warfordsburg Rest Area Welcome Center on Thursday, April 30, 2026, at 10:00 am. The meeting place will be the treatment building right behind the rest area.
