This is a formal sealed bid proposal for lawn, tree, bush, garden or other sprinklers and all related systems, including maintenance, repairs, parts, pumps, labor, supplies, installations, control panels, power supplies, valves, gates, timers, backflow preventers, and check valves. The bid is governed by New York State Finance Law sections 139j and 139k. Bids must be submitted in writing to the buyer by 2:00 PM on May 7, 2026. A mandatory bidders conference and walkthrough will be held on April 21, 2026, which is required for bid eligibility. Vendors must be licensed in New York and Nassau County, have at least five years of experience, and be manufacturer-authorized. Emergency service must be available 24/7. Pricing for parts and labor is required. The contract period is one year, with options to extend up to four additional years. All bids must be F. O. B. destination and include delivery within doors.
Sealed bids must be returned to the Nassau University Medical Center's Purchasing Department by 2:00 PM on May 7, 2026. Any bid received after 2:00 PM will not be accepted.
The bid notice states that cash discounts of a certain percentage will be allowed for prompt payment within 30, 60, or 90 days. If no discount is shown, payment terms will be net 90.
The successful bidder warrants the equipment furnished and all associated equipment against any defects in design, workmanship and materials for one year from the date of acceptance. The vendor must also provide a minimum of a 90-day warranty for parts and labor for repairs.
Awards will be made to the lowest responsible bidder. Cash discounts will not be a factor in determining awards, except in tie bids. Consideration will be given to the reliability of the bidder, the qualities of the materials, equipment or supplies to be furnished, their conformity with the specifications, the purpose for which required and the terms of delivery.
The bidder must be prepared, if requested by the director of purchasing, to present evidence of experience, ability, financial standing, as well as a statement as to plant, machinery, trained personnel and capacity for the rendition of the service on which the vendor is bidding. Vendors must also be licensed to do business in Nassau County and New York State and have at least five years of experience in the maintenance and repair of electric pumps and motors and related equipment.
The procurement requirements establish sanctions for knowing and willful violations of the provisions of the procurement requirements, including disqualification from eligibility for an award of any contract. Failure to abide by mandatory instructions may be grounds for disqualification.
A mandatory bidders conference and walkthrough will be held on Tuesday, April 21, 2026, at 10:00 AM in the purchasing conference room at Nassau University Medical Center, followed by a visit to A. Holly Patterson ECF. All bidders must attend both locations to be eligible to bid.
Samples, when required, must be submitted strictly in accordance with instructions, otherwise the bid may not be considered. If samples are requested subsequent to bid opening, they shall be delivered within five business days of the request. Samples must be furnished free of charge.
Objections to the terms of this sealed bid, once released in final form, or to the conduct of receipt, evaluation, or award of sealed bid must be presented in writing within ten calendar days of the release of this solicitation, or the date the objector knows or should have known the basis for its objection.
