Proposals must be received not later than 3:00 p. m. CST on June 30, 2026.

The City of Shreveport will process payment requests within thirty (30) days of acceptance of goods or services and receipt of a proper invoice. Prime contractors must pay subcontractors within fifteen (15) business days of receiving payment from the City.

Proposals will be evaluated based on experience, technical capability, printing/mailing performance, cost, customer service, fair share requirement, implementation plan, and references.

Offerors must submit a proposal in the official name of the firm, showing an official business address, and be signed by an authorized person. They must also submit a felony conviction everify affidavit.

The City reserves the right to reject any or all proposals, to waive informalities, and to cancel in part or in its entirety this proposal if it is in the best interest of the City.

Attendance by the submitter on the established due date is unnecessary because submittals will be opened at a later time.

Proposals may be rejected if they do not follow confidentiality requirements or if the offeror has failed to execute a contract previously awarded by the City or is in arrears to the City.

The total estimated expenditure is $609,****.

The bid closing date is June 22, 2026, at 5:00 PM. Late packages will not be accepted.

The bid notice states that standard payment terms are net 30 after receipt of an invoice.

The county's sole purpose in the evaluation process is to determine from among the responses received which one is best suited to meet the county's needs at the lowest possible cost.

An authorized signature and email address are mandatory; lack thereof may result in a determination of nonresponsive and disqualification from participation. Bidders must also initial all pages of the solicitation document.

The county commission reserves the right to cancel all or any part of an order if delivery is not made or work is not started or completed as guaranteed.

The county reserves the right to conduct personal interviews or require presentations, inspections, of or from anyall bidders prior to selection.

Samples of the assessment forms and envelopes may be obtained through the Taney County Assessor Department, and it is recommended that prospective vendors obtain samples before completing the bid process.

The deadline for submitting questions is June 12, 2026.

Failure to adhere to all requirements, unreadable responses, missing signatures, and submitting late packages may result in disqualification.
