The City of Seattle is seeking qualifications for on-call electrical engineering support services.

A non-mandatory pre-submittal conference is scheduled for July 17, 2026, 11:00 AM.

SPU anticipates awarding one 1 on-call contract with an estimated value of 10m 12m.

Proposals must be submitted electronically through the Empire State Purchasing Group's regional bid notification system BidNet Direct portal on or before 2:00 p. m. , August 6, 2026. No proposals will be accepted after the designated time or date indicated in the proposal specifications.

Payment requests for assignments based on contract rates shall include a progress report, consultants payroll, timesheets and a statement of percentage complete for each assignment. Payment of the above consideration shall be made to the contractor on submission of statements in a form satisfactory to the county.

Proposals will be evaluated based on: overall experience and qualifications of the proposed team, specific experience and qualifications relevant to the requested transportation planning work, understanding of the requested services and proposed approach, and fairness and reasonability of cost. Proposals will be reviewed in accordance with the following criteria, listed in order of importance:

The proposing firm must have a minimum of seven years of experience in completing transportation planning studies. The proposed project manager must have a minimum of five years of experience in similar studies. The proposing firm must have a minimum of seven 7 years of experience in completing large and smallscale transportation planning studies. . .

Any protest to the division of central services consideration of any bid must be submitted in writing and received by the director of central services no later than five calendar days after the bid award. Any notice of protest received after the deadline will not be considered.

Proposals lacking complete documentation may be deemed nonresponsive. Failure to comply with the instructions in the proposal submission requirements section may be deemed nonresponsive. Proposals lacking complete documentation may be deemed nonresponsive.

Proposals must be received up to and including Tuesday, August 25, 2026, at 4:00 p. m. , prevailing time.

Invoices must comply with federal requirements and NYSDOT consultant payment request form standards. Payment will be delayed or withheld if invoicing procedures are not satisfied. Standard county contracts typically have a 60-day payment term, with options for Electronic Funds Transfer (EFT) via ACH or check.

The basis of award provisions vary with each RFP, and offerors should read that section carefully. The county reserves the right to waive any informality, reject any and all proposals, or accept any proposal in whole or in part, if deemed to be in the best interest of the county.

Proposals must include background and experience, clearly documenting any experience managing or assisting in the management of FTA funding programs, especially for counties, municipalities, or transit agencies located in New York State. Resumes for all proposed project staffing are required.

If a vendor/consultant fails to perform or otherwise breaches the contract, in addition to any other rights and remedies the county may have, the vendor/consultant may be listed as non-responsible and may be ineligible for future contract awards.

A pre-proposal conference and site visit will be held, and attendance is strongly recommended. The county shall not be liable for inadequate pricing, labor, materials, time, or similar issues resulting from failure to attend.

Failure to respond on official forms, submitting proposals with modifications to the template, additional information not requested, omissions or erasures, illegible or unsigned proposals, or failure to submit required certifications may result in disqualification.
