This micro purchase will be awarded as a whole or by line item, whichever is in the best interest of the city, to the lowest responsive and responsible bidder.

Seller must quote all items in order to be eligible for award.

The county shall make payment to the contractor within sixty 60 working days after receipt of invoice or the resolution of any billing dispute. Contractor shall accept all payments via electronic fund transfer (EFT).

Proposer must provide a 5-year warranty on weapons detection system hardware, service, and software for lease.

The county will award contracts based on the proposal that best meets the needs of the county, seeking the optimal combination of quality, price, and various qualitative elements.

Proposers must be interested and qualified, demonstrating experience with local approval agencies, publicly bid projects, and similar services and entities. Resumes of key personnel are required.

Making a false certification regarding the Iran Contracting Act may subject the proposer to civil penalties, termination of an existing contract, and ineligibility to bid on a contract for three years.

Sample reports of statistics and data about visitor volume, and sample data of contraband or prohibited items confiscated/detected utilizing the system are required.

Protests must be submitted in writing within ten 10 calendar days of the issuance date of the Notice of Intent to Award (NOIA).

Proposals may be disqualified if not registered with the ePRO system prior to the submission deadline, if late or incomplete, or if they fail to comply with all terms of the RFP.

Percentage discounts may be offered for prompt payments of invoices, provided they are in effect for 30 days or more. Awards will be made based on a weighted scoring system considering the technical proposal (company overview, scope of work, timeline, reporting) and cost proposal. Evaluation Criteria: Consideration shall be given to the bidders project approach and methodology, qualifications and experience, ability to provide the services within the defined timeline, cost, and success in completing similar projects.

Bidders must be registered as a supplier in Vermont's procurement system (VTBuys), have professional liability coverage of $1,000,000 per occurrence/$3,000,000 aggregate, and SAAM coverage of $1,000,000 per occurrence/$3,000,000 aggregate.
