The Matanuska-Susitna Borough School District (MSBSD) is seeking proposals for a Tier II seismic assessment at Colony High School. The assessment will include document review, field investigation, engineering analysis, and mitigation recommendations. Proposals are due by April 28, 2026, at 2:00 PM. Questions will be accepted until April 14, 2026, at 4:00 PM. The contract term is from June 1, 2026, to March 5, 2027. The evaluation criteria will consider narrative proposal scoring (introduction, qualifications, experience, project approach, issue management, communication) and cost proposal scoring. Additional required documents include a signature page, addendum acknowledgement, noncollusion certificate, evidence of insurance, vendor paperwork, suspension and debarment form, clean air and water form, lobbying activities form, and copies of business licenses.
The proposals are due on or before April 28, 2026, at 2:00 PM Palmer, Alaska time. Sealed proposals must be submitted and received by the MSBSD Purchasing Department at 690 Cope Industrial Way, Palmer, AK ****, on or before said date and time.
The bid notice states that payments shall be made to the selected proposer within thirty (30) calendar days after the MSBSD receives and approves a written request for payment or invoice from the contractor.
The bid notice includes an Occupational Safety and Health Warranty, stating that products sold or services rendered shall conform to the standards and/or regulations promulgated by the U. S. Department of Labor under the Occupational Safety and Health Act of ****.
The MSBSD will award a contract to the proposer with the highest score on the evaluation criteria outlined in Attachment B, Evaluation Criteria. The final evaluation scores will be based on a combination of narrative proposal and cost proposal scoring, totaling 200 points.
Proposers must be qualified individuals and firms. The bid requires demonstration of firm qualifications and references, including firm history, background, experience in performing work for comparable school districts, and customer references, with a preference for references from school districts within Alaska.
The bid notice mentions that if, through any cause, the proposer fails to fulfill in a timely and proper manner their obligation under the agreement, or violates any covenants, the MSBSD has the right to terminate the agreement. In the event of termination, the proposer will be responsible for any and all expenses incurred by the MSBSD.
A preproposal conference will not be held for this scope of services.
The MSBSD has a process for an apparently unsuccessful proposer to submit a written protest within ten (10) days of the date of the notice of intent to award issued by the MSBSD Purchasing Department.
