This is a solicitation for the supply of wool-based navy white slacks, women's, under a fixed-price, indefinite delivery, indefinite quantity contract with economic price adjustment. The contract has a 60-month term with five 12-month pricing tiers. The minimum quantity is 8,306 pairs, and the annual estimated quantity is 22,008 pairs. The maximum quantity is 154,056 pairs. Offers must be submitted electronically via DIBBS by 3:00 PM local Philadelphia time on June 30, 2025. Product demonstration models (PDMs) are required and must be delivered between 8:00 AM and 3:00 PM, Monday through Friday, except for legal federal holidays. The offerors are required to complete all applicable representations and certifications electronically via the online representations and certifications application website at www. ***. *. * government reserves the right to make an award based on the initial offers without further discussions or negotiations. The offer must be signed and completed in its entirety. The offeror must comply with domestic material restrictions, the Berry Amendment, and other domestic material restriction requirements. The successful awardee will be contractually bound to perform at the final pricing submitted for the duration of the contract performance periods. The item will be transported to and from the depots and the contractor's plant. The contractor is solely responsible for any damage to the material during the contractor's transport of the material. The solicitation contains passive radio frequency identification (RFID) requirements. Electronic invoicing is required. Offerors are strongly encouraged to offer sustainable pricing that adequately covers all costs, accounts for market risk and volatility, and allows for long-term viability and capital investment. Delivery appointments are required for certain Defense Distribution Centers (DDCs). Vendors must ensure their original invoice is properly completed and legible. Vendors must submit invoices electronically using the web invoicing system (WINS). Vendors must enroll in the Everify program within 30 days after the date of a contract award and provide evidence of their enrollment to the contracting officer within 30 days after the date of a contract award.

Bid opening on Thursday, July 17, 2025, at 10:00 AM Central Standard Time. Vendors must be registered with the State of Mississippi (www. ***. *. *). Bid submission deadline is July 15, 2025, at 10:00 AM local time. One original copy of the bid must be submitted in an envelope or package clearly marked to the address listed in the notice. Facsimile or email bids will not be accepted. A preproduction sample of each item (men's shirt, women's shirt, men's trousers, women's trousers) will be required by the lowest bidder meeting minimum specifications before the bid is awarded. The contract term is initially for 12 months, with an option to renew for up to 4 additional 12-month periods. Price increases may be considered during the renewal period, with requests submitted no later than three months prior to the start of the extension year. All bids must meet or exceed the minimum specifications. The MS Department of Public Safety reserves the right to reject any and/or all bids and to waive all informalities.
