Items shall be delivered no later than three (3) business days after receipt of order (ARO), FOB destination, freight prepaid.

Payment will be made upon submission of a written invoice in a form satisfactory to the county. Invoices must include purchase order number, quantity, item description, part number, and pricing details.

The contracted vendor shall provide a detailed list of warranty time frames for all proposed equipment and accessories, clearly identifying manufacturers warranty periods and any extended warranty coverage offered.

Bids will be awarded to the most responsive and responsible bidders who have satisfied all the requirements of these specifications, with the lowest grand total on the bid proposal form, with consideration given to part II catalogs and discount offered.

Vendor must be a factory-authorized dealer and authorized warranty service center for each of the listed equipment manufacturers proposed in the bid and must demonstrate a minimum of three (3) years of documented experience performing law enforcement vehicle upfitting services.

In case of default of the contractor, the county may procure the articles or services from other sources and charge the contractor as liquidated damages any excess cost or damages occasioned thereby.

Samples may be requested by the county for the purpose of product evaluation. It is understood that samples will be provided at no charge to the county and will be returned, when requested, within 30 days after the evaluation is completed, at the expense of the vendor.

Any protest to the division of central services consideration of any bid must be submitted in writing and received by the director of central services no later than five (5) calendar days after the bid award.

Failure to maintain factory authorization status may result in contract/purchase order termination at the agency's discretion. Failure to acknowledge receipt of all addenda may deem the bidder as nonresponsive.

This acquisition is a total small business set aside. All responsible sources may submit a quotation which will be considered by the agency.

The estimated value for the entire period of performance is $102,300.

The anticipated implementation date is November 1, 2026.
