The county and pprta may reject an offer under any of the following conditions: the contractor misstates or conceals any material fact in its offer

Delivery shall be made within ten 10 weeks after receipt of order. If this time is not acceptable, the bidder shall state the period of time on the proposal sheet.

Payment will be based on any invoice used in the contractors normal course of business, provided it is legible and contains all required information. Prompt payment discounts allowing less than thirty 30 days for discount to apply shall not be considered as a cost factor in the evaluation of bids.

The luminaire manufacturer andor contractor shall be required to provide a five 5 year guarantee against structural and component defects.

Award will be made to the lowest responsive and responsible bidder whose bid is the lowest best value offer to the city by total bid price unless the city determines that it is in its best interest to award by item or group.

The city reserves the right to reject the bid of a bidder who has previously failed to perform properly or complete on time contracts of a similar nature, or a bid of a bidder where investigation shows the bidder is not in a position to perform the contract.

The contractor shall complete the work required under this SOW in a total of 547 calendar days or less from the date of notice to proceed.

Questions received after 1 PM CDT July 15, 2026, will not be answered unless determined to be in the best interest of the government.

Failure to provide required documentation, such as SBA DSBS registration or bid bond, may render the proposal technically unacceptable and ineligible for award. Not being registered in SAM. gov at the time of offer and award will also lead to disqualification.

Phase 1: Procurement Logistics must be completed within 30 days of contract signature. Phase 2: First Fix Cabling within 15 days of site delivery. Phase 3: Hardware Integration within 10 days of first fix. Phase 4: Programming Tuning within 7 days of hardware deployment. Phase 5: Final Acceptance within 5 days of tuning.

A comprehensive 5-year warranty is applicable to all central automation, matrix switching, software layers, hardware control interfaces, and network processing elements specified under the signal processing automation systems classification, covering component defects, hardware failure, and firmware bugs from the final system acceptance date.
