The bid notice states that proposals are only eligible if the vendor meets specific location criteria, including having an in-house professional staff of degreed engineers, biologists, metallurgists, which includes licensed water treatment and support personnel to complete the effort indicated in the statement of work, which includes a staffed research and development laboratory with an ISO 17025:2017 certification. The contractor is to be a full scope water treating contractor with a global presence and the capability to provide knowledge of design and operations for water treatment plants, cooling towers, central chilled water cooling plants and well versed in the various aquatic life and pathogens that can occur in water and be harmful and their treatment and prevention. The contractor is to have been in existence for over 20 years and have experience in dealing with organizations in the comparative size and complexity as Argonne National Laboratory along with having experience within the U. S. Department of Energy National Laboratories System. The contractor must have the technical knowledge and ability to communicate with the scientific community at the highest level of world class research and development.

The bid notice states In accordance with 25 U. S. C. 47 of the Buy Indian Act, the signature in the offeror section below constitutes self-certification that the offeror meets the definition of an Indian Economic Enterprise (IEE) as defined in Department of the Interior Acquisition Regulation DIAR Part **** titled, Acquisitions under the Buy Indian Act.

The bid notice states Any false or misleading information submitted by an enterprise when submitting an offer in consideration for an award set aside under the Buy Indian Act is a violation of the law punishable under 18 **** claims submitted as part of contract performance are subject to the penalties enumerated in 31 **** to **** and 18 U.
