Delivery shall be made to one location: Lincoln Water Systems, 2021 N. 27th St. , Lincoln, NE.

All equipment and supplies offered will conform to the design, specifications, samples, or other descriptions contained in this bid, will be free from defects in workmanship and material and to the extent that I know, or have reason to know of the purpose for which the supplies are intended, will be fit and sufficient for such purpose as deemed applicable. The warranty required here under must provide all parts, equipment, transportation, technical assistance, labor and supervision necessary to correct any deficiency resulting from manufacturing defects without charge for a period of one 1 year after the date of final acceptance of all materials, equipment, and services furnished by successful bidder. Thereafter the manufacturers standard warranty will apply.

If a vendor indicates on the U. S. citizenship attestation form that he or she is a qualified alien, the vendor agrees to provide the U. S. citizenship and immigration services documentation required to verify the vendor's lawful presence in the United States using the Systematic Alien Verification for Entitlements (SAVE) program. Vendor further understands and agrees that lawful presence in the United States is required and the vendor may be disqualified or the contract terminated if such lawful presence cannot be verified as required by Neb. Rev. Stat. § ****.

Equipment shall be delivered no later than 90 days after contract award.

Payment of invoices will be made based upon acceptance by the government of the entire task or the tangible product deliverables invoiced. Payments shall be based on the government certifying that satisfactory services were provided, and the contractor has certified that labor charges are accurate.

A minimum of one-year warranty is required with the purchase and shall include at a minimum: coverage on all nonconsumable items and parts supplied including the base instrument and any sampling accessories.

The award will be made using simplified acquisition procedures. The basis of the final award decision may be made to the offeror whose quote is determined to be the lowest price technically acceptable (LPTA).

The government may award a contract resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and statement of work. The following factors shall be used to evaluate offers: 1 Ability to fulfill the minimum requirements of the government as specified in this solicitation 2 Price.

Quoters that fail to complete the required representations and certifications or reject the terms and conditions of the solicitation may be excluded from consideration.

Quotes will be evaluated based on lowest price technically acceptable. Additionally, the government will evaluate the quality, relevance, and integrity of the offerors past performance.

A historical record of debarments, suspensions, voluntary exclusions, or negative integrity related terminations for default or cause within the past five 5 years may serve as a basis for a lower past performance rating, a determination of non responsibility, or complete disqualification from the competition.

Proposals must be submitted no later than July 6, 2026, 10:00 a. m. local time. Proposals received after this time will be returned unopened.

Payment shall be made by check or warrant by County upon satisfactory delivery and acceptance of products and services and submission of an invoice. Payment shall be deemed to have been made on the date of mailing of the check or warrant.

The successful respondent expressly warrants that all services specified in the RFP will be performed with care and diligence and in accordance with all specifications of the RFP. The successful bidder agrees to correct any deficiencies in performance of services upon notification by the County and without additional expense to the County.

Proposals will be evaluated and ranked based on Capacity to perform (60 points), Profile and experience of the organization (20 points), and Cost proposal (20 points).

Respondents must demonstrate responsibility, have adequate financial resources, a satisfactory record of performance, integrity, ethics, and safety. They must also not be debarred or suspended from the System for Award Management (SAM).

Failure to perform any provision will constitute a default of contract, in which case, corrective action shall take place within ten 10 days from the date of written notice citing the nature of breach. Failure to take corrective action or to provide a satisfactory written reply excusing such failure within the prescribed ten 10 days will authorize the County to terminate this agreement by written notice.

If the contractor does not agree with any document, notice, or correspondence issued by the purchasing agent, or other authorized county person, the contractor must submit a written notice to the purchasing agent within ten 10 calendar days after receipt of the document, notice, or correspondence.

Failure of a vendor or any of its representatives to observe the restriction of not discussing the contents of this solicitation with employees other than purchasing office staff may result in disqualification of any related offer.

The selection criteria are listed in descending order of importance: specialized experience and technical competence, qualified personnel, knowledge of locality, capacity, past performance, quality control plan, safety plan, and geographic proximity.

To be eligible for contract award, the firm must be registered in the DOD System for Award Management (SAM). Firms must also demonstrate at least three years of surveying experience including hydrographic surveying of navigable channels and have a current land surveyor licensed in the state of Louisiana.

Firms responding to this announcement after the closing date and time will not be considered.
