The City of East Providence is seeking proposals to lease, manage, and utilize a city-owned property at 47 Payette Street. Proposals are due by June 17, 2026, at 11:00 AM. Submissions must be sealed and addressed to the Controller's Office. Faxed or emailed submissions are not accepted. The city reserves the right to reject any or all proposals. Award will be made to the lowest responsible bidder. Bidders must comply with affirmative action requirements for MBE/WBE participation.
Proposals must be received by the Controller's Office, Room 103, at East Providence City Hall until the time and date indicated on the request for proposals. No submission received after that time will be considered. The bid opening is scheduled for Wednesday, June 17, 2026, at 11:00 AM.
Cash discounts offered will be considered in determining awards, but discounts for a period of less than twenty days will not be considered. The discount period is computed from the date of delivery or the date the correct invoice is received by the City Controller, whichever is later.
It is the intent of the city to award a contract to the lowest responsible bidder in accordance with city ordinances, provided that the bid has been submitted in accordance with the requirements of the bidding documents, is judged to be reasonable, and does not exceed the funds available.
The city may make investigations to determine the ability of the proposer to perform the work and reserves the right to reject any proposal if the evidence submitted or investigation fails to satisfy the city that the proposer is properly qualified to carry out the obligations of the contract.
The city reserves the right to reject the proposal of any proposer who has previously failed to perform properly or complete on time, contracts of a similar nature, or who is not in a position to perform the contract, or who has habitually and without just cause, neglected the payment of bills or disregarded its obligations to subcontractors, material, or employees.
