Texas Tech University Health Sciences Center (TTUHSC) is seeking bids for medical training models. Bids are due by June 10, 2026, 4:30 PM Central Time. Bids can be submitted via the TechBid system or mailed. Questions regarding the IFB must be received by May 22, 2026. Evaluation criteria include cost, reputation, quality, needs fulfillment, past relationship, and total long-term cost. Bidders must comply with Texas purchasing laws and may need to provide a Vethub subcontracting plan if expenditures exceed $100,000. Delivery is expected to be FOB destination, freight prepaid. Bids must remain valid for 90 days.
Bids must be time stamped by the Texas Tech University Health Sciences Center Purchasing Office before the hour and date specified for receipt of solicitation. The submittal deadline is June 10, 2026, at 4:30 PM Central Time.
TTUHSC will incur no penalty for late payment if payment is made in 30 or fewer days from receipt of goods or services and an uncontested invoice.
Manufacturers standard warranty shall apply unless otherwise stated in the IFB.
The evaluation criteria include the cost of goods and services, the reputation of the bidder and their goods/services, the quality of the goods/services, the extent to which the goods/services meet TTUHSC's needs, the bidder's past relationship with TTUHSC, and the total long-term cost to TTUHSC.
Each bidder must include information that clearly indicates they meet minimum qualification requirements, such as being current with the State of Texas Comptroller of Public Accounts and providing a certificate of franchise tax status. Bidders must also demonstrate evidence of appropriate certifications, permits, licenses, and insurances.
Default in promised delivery without accepted reasons or failure to meet specifications authorizes TTUHSC to purchase supplies elsewhere and charge the full increase in cost and handling to the defaulting supplier.
Samples, when requested, must be furnished free of expense to TTUHSC. If not destroyed in examination, they will be returned to the bidder, upon request, at bidder's expense.
Late or unsigned bids will not be considered. Failure to sign a bid will disqualify it. Bids cannot be altered or amended after opening time. Bids with blanket exceptions to the entire IFB or without proposed alternative language may be disqualified.
