Payment will be made by EFT through the account registered in SAM. gov. Invoices are to be submitted bi-weekly through the Invoice Processing Platform (IPP).

The award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors are technical capability, past performance, and price. Technical and past performance, when combined, are less important than price.

Providers must have a minimum of 3 years of experience within family medicine/general medicine within the past 36 months, be nationally certified by their respective national professional board and state licensed, maintain a current active and unrestricted license in at least one of the 50 United States or US territories, and maintain certification in Basic Life Support (BLS).

If the contractor fails to perform required services at the acceptable quality level, payment may be withheld until corrections are made. Deductions shall be assessed against individual invoices when services are not performed or do not meet contract requirements.

Contractors or their employees listed on the HHS Office of Inspector General List of Excluded Individuals/Entities (LEIE) will not be permitted to perform work. Failure to comply with background check requirements may result in denial of access.

Key personnel must have completed 48 months of OB/GYN residency training with a minimum of 6 months of experience in the specialty, including inpatient, outpatient, labor and delivery, and C-sections. They must be board-certified or board-eligible and possess a current, valid, unrestricted license. The key personnel shall have completed fortyeight 48 months of obgyn residency training with a minimum of six 6 months experience in the specialty required by the contract.

Bids must be time stamped by the Texas Tech University Health Sciences Center Purchasing Office before the hour and date specified for receipt of solicitation. The submittal deadline is June 10, 2026, at 4:30 PM Central Time.

TTUHSC will incur no penalty for late payment if payment is made in 30 or fewer days from receipt of goods or services and an uncontested invoice.

Manufacturers standard warranty shall apply unless otherwise stated in the IFB.

The evaluation criteria include the cost of goods and services, the reputation of the bidder and their goods/services, the quality of the goods/services, the extent to which the goods/services meet TTUHSC's needs, the bidder's past relationship with TTUHSC, and the total long-term cost to TTUHSC.

Each bidder must include information that clearly indicates they meet minimum qualification requirements, such as being current with the State of Texas Comptroller of Public Accounts and providing a certificate of franchise tax status. Bidders must also demonstrate evidence of appropriate certifications, permits, licenses, and insurances.

Default in promised delivery without accepted reasons or failure to meet specifications authorizes TTUHSC to purchase supplies elsewhere and charge the full increase in cost and handling to the defaulting supplier.

Samples, when requested, must be furnished free of expense to TTUHSC. If not destroyed in examination, they will be returned to the bidder, upon request, at bidder's expense.

Late or unsigned bids will not be considered. Failure to sign a bid will disqualify it. Bids cannot be altered or amended after opening time. Bids with blanket exceptions to the entire IFB or without proposed alternative language may be disqualified.

The period of performance for this contract is from June 15, 2026, to September 29, 2026, with a final report required no later than one month from the end of the contract period, as stated in the bid notice.

The awarded vendor shall submit one final invoice after the completion of all deliverables, and the awarded vendor shall be equipped to accept state purchase orders as forms of payment, according to the bid notice.

The awarded vendor must demonstrate a thorough understanding of the project's purpose and scope, possess necessary knowledge, skills, abilities, and experience, cite previous experience in conducting statewide conferences and working with midwives and perinatal healthcare providers, have procedures for intrastate and out-of-state travel reimbursement, have a minimum of five years of experience working with Hawaii state agencies, and provide evidence of being a nonprofit organization registered as a vendor in the state of Hawaii and residing in the state of Hawaii, as detailed in the bid notice.

The awarded vendor must be available to meet inperson with CSHNB, as mentioned in the bid notice.
