This Broad Agency Announcement (BAA) from the Defense Logistics Agency (DLA) seeks research and development proposals in various areas of interest. The process involves submitting a white paper first. If of interest, DLA may request technical and cost proposals. The BAA is open for five years with a ceiling of $50 million. Offerors must meet minimum standards for financial resources, accounting systems, and past performance. DLA contemplates awarding cost-type contracts. White papers should describe the proposed work, its limitations, benefits, cost, and timeline. Notifications for technical proposals are expected within thirty calendar days. Subcontracting plans are required for large businesses on contracts exceeding $750,000. Areas of interest are detailed in Attachment B and may be amended.
The primary basis for selecting proposals for acceptance shall be technical importance to agency programs and funds availability. Cost realism and reasonableness will also be considered.
To be eligible for award, all prospective offerors must meet certain minimum standards pertaining to financial resources, adequacy of accounting systems, ability to comply with performance schedules, prior record of past performance, integrity, organization structure, experience, operational controls, technical skills, facilities and equipment.
Respondents may be removed from the proposal evaluation process if the respondent and the contracting officer fail to negotiate mutually agreeable terms within a reasonable period of time.
The ceiling on this BAA is $50 million.
