Proposals must be uploaded by the bid opening date and time, which is July 14, 2026, at 11:30 a. m. Any bid document received after the deadline established by the department of purchasing will not be accepted, regardless of the method of delivery.

The county shall pay the submitted bill not more than 30 calendar days after receipt of the bill, provided the vendor has performed in accordance with the contract and the work has been approved. The billing shall be deemed approved and certified 20 calendar days after the owner receives it, unless the county provides, before the end of the 20-day period, a written statement of the amount withheld and the reason for withholding payment.

Proposals will be evaluated based on understanding of the requested work, knowledge and technical competence, management experience and personnel qualifications, and cost. The highest ranking respondent will then be recommended by the evaluation team to the Mercer County Board of County Commissioners for award of contract.

Respondents must submit a qualification statement including an executive summary, service delivery plan, key personnel identification with resumes, relevant experience, and a minimum of three professional references. Each respondent must provide all information as requested to be considered and may be disqualified for failure to submit any required documentation.

Any respondent who wishes to challenge a specification shall file such challenge in writing with the purchasing agent no less than three business days prior to the opening of the RFPs. Challenges filed after that time shall be considered void and having no impact on the owner or the award of contract.

Failure to submit required documentation, including the statement of ownership, business registration certificate, and affirmative action compliance evidence, may lead to disqualification. Failure to submit any of these items is mandatory cause for rejection of RFP.

The period of performance is to commence as soon after award as practicable, but not to exceed 14 days for the base year. Subsequent option years will follow the base year. The contract is for 1 base year plus 4 option years.

The government may award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Adherence to the requirements of, and demonstrating capabilities to comply with, the statement of work is more important than price.

Offerors must demonstrate that personnel have the certification necessary to provide the services. Offeror must show capability to comply with the requirements of the statement of work. Offeror must submit with quote all of the required documentation listed in submission instructions, section e.

Offerors are warned against contacting any VA personnel other than the contracting officer and contract specialist prior to award. If such contact occurs and found to be prejudicial to competing contractors, the offeror making such contact may be excluded from award considerations.
