This solicitation is for the procurement of 90,000 US gallons of Jet A-1 fuel for a one-month period, to be delivered to Tinian International Airport. Offers must be received by 9:00 AM Eastern Standard Time on June 23, 2025. Offerors must be registered in SAM and WAWF. The contract will be a firm fixed-price purchase order. The closing date has been extended to June 23, 2025, from June 11, 2025, due to an amendment. The offer must include all applicable taxes and fees. The vendor must provide copies of the certificates of analysis (COAs) or equivalent showing quantity, grade, API, temperature, and complete fuel specification according to current **** for Jet A-1 and if applicable with static dissipator additive at the time of each delivery. The initial aviation fuel delivery of 50,000 gallons must be accomplished on July 11, 2025. The vendor must provide letters of commitment from the petroleum supplier. The vendor must provide a current, full specification refinery certificate of quality (COQ) or a certificate of analysis (COA) of the product. The vendor must bring one stainless steel 3 male camlock x 3 female threaded adapter to enable a 3 female camlock connection to connect to isotainers. Drivers must have all the paperwork and approvals necessary to enter Tinian International Airport. The vendor must reconstitute all empty isotainers and potential disposition of residual fuel. All isotainers must be picked up and removed from Tinian IAP by July 29, 2025. The government will award a firm fixed-price purchase order to the responsible offeror whose offer, conforming to the requirements in this request for quotes (RFQ), will be most advantageous to the government, price and other factors considered. The evaluation criteria are technical specifications and price. The contract award will be offered to the best value offer made to the government, considering technical capability and price. The government will evaluate information based on the following evaluation criteria: 1 technical capability factor meeting or exceeding the requirement listed in attachment b, and 2 price.

This tender requires the repair, testing, and inspection of **** gas turbines and jet engines. Government source approval is required for certain items. The contractor is responsible for quality control, inspection, and maintaining a quality control system meeting specific standards (MIL-STD, ISO, etc. ). The contractor must provide all necessary parts and materials, unless otherwise specified as government-furnished. The use of **** wire is prohibited; SAE **** series wire must be used instead. Additional documents, including quality assurance program plans, are required. The government may select samples for performance testing and quality conformance examination. The contractor must maintain historical records of all repairs. The contract includes specific requirements for repair procedures, test procedures, and inspection procedures. There are provisions for handling non-conforming material, and the contractor has delegated authority for disposition of minor non-conformances. The government retains formal authority for disposition of as is items and minor non-conformances. The contractor must obtain written concurrence from DCMA for items determined to be beyond economical repair (BER) or requiring over and above repair (OAR) effort. The contractor must have access to updated drawings and specifications for parts and materials. Cannibalization is not authorized unless specifically approved. The contractor must specify the name of the source division performing the work and the actual location where work will be performed.
