The period of performance is from July 6, 2026, to October 5, 2026.

Payment will be made based on a percentage or stage of completion. The contractor may invoice each contract line item (CLIN) as work progresses. A minimum of 25% completion is required before invoicing for each CLIN, though this may be waived by the contracting officer. 10% of the total contract price will be withheld until all deliverables are received and accepted.

Defective or deficient work or materials must be corrected within 60 days from the date of redelivery. The government is entitled to rely upon any longer guarantee provided by the contractor or subcontractor. An additional 60-day guarantee period will apply to corrected defects.

The award will be made to the responsible offeror whose quote conforming to the solicitation offers the best value to the government using the lowest price technically acceptable approach. Factors include technical capability, price, and past performance.

Offerors must be registered with the Joint Certification Program (JCP) to access drawings. Required documents include a completed ****, schedule of supplies and services, past performance documentation, welding certifications, proof of insurance, drydock certification, AMPP/NACE/QP1 certification, planning document, SAM UEI, JCP certification proof, and a completed representation and certification form.

Protests must be filed within the period specified in FAR ****(e). Clarifications shall be answered via amendment and received no later than June 15, 2026, at 2:00 PM EST.

Quotes that do not include all required documents may be considered incomplete and may not be considered. Failure to request drawings by the deadline may result in the proposal not being accepted.

The period of performance is estimated at 90 calendar days total after notice to proceed.

The successful offeror will be selected using trade off, best value procedures.

To be eligible for contract award, offerors must be registered and marked active in the System for Award Management (SAM).

The site visit will be held on 5 June 2026 at 1:00 pm CDT, please meet at the visitor center no later than 12:30 pm CDT.

Proposals must be submitted by 4:00 p. m. CST on Wednesday, June 17, 2026.

Proposals will be rated based on qualifications of principals, key technical staff, and subcontractors (30 points), fixed price less estimated reimbursables (40 points), experience in previous housing authority projects (30 points), ability to provide services timely (30 points), references for similar projects (20 points), and firm location (10 points).

Respondents must include certification of not being debarred, evidence of Kansas registration, proof of insurance (workers compensation, general liability, automobile), and a narrative statement highlighting experience in multifamily housing, public housing modernization, accessibility modifications, local renovation projects, and written communication ability.

The AE firm will be required to make a minimum of one inspection every week during construction, one inspection at substantial completion, and one inspection after completion of the punch list.

Protests concerning the RFP must be made in writing to the Contracting Officer at least ten working days prior to the proposal submittal deadline. Protests concerning the outcome of the selection process must be made in writing within ten working days of selection.

Failure to provide current Kansas registration, certification of not being disbarred or suspended, certification of insurance, a non-collusive affidavit, or an occupational license from the unified government will result in elimination from consideration.

All work shall be substantially completed between August 21, 2026 and August 25, 2026. The contractor shall provide sufficient staffing and supervision to ensure completion within the required shutdown window.

Proposals may be evaluated based upon: contractor qualifications, relevant project experience, ability to meet project schedule, quality of references, responsiveness to proposal requirements, pricing. The city reserves the right to reject any or all proposals, waive irregularities, and accept the proposal deemed most advantageous to the city.

Proposing contractors shall have a minimum of three 3 years of commercial or municipal painting experience and demonstrate experience with exposed structure ceiling painting. The city reserves the right to verify qualifications and references.

Failure to complete the project within the specified timeframe may be considered contractor nonperformance and may impact future contract eligibility with the city. A mandatory prebid site visit will be conducted at the Jack E. Kirksey Recreation Center on Thursday, June 4, at 10 a. m. Attendance by a representative of the proposing firm is mandatory.

Proposals submitted by firms not attending the mandatory site visit may be considered nonresponsive. Late proposals will not be considered. Late proposals will not be considered.
