The government will evaluate the offerors narrative and qualification evidence to determine if the offeror substantiated it meets the following qualification status requirements: a. full qualification: the government will evaluate the proof of qualification status submitted by the offeror which includes the offerors navsea 05 first article qualification letter to determine if the offeror has built complaint tr317 series hull penetrators iaw the current revisions of the drawing package and cips sow ads 3. 1 and 3. 2. b. partial qualification: the government will evaluate the offerors proof of partial qualification status which includes contract for same product which documents the revision of the dwgs cips the offeror has built to including the associated rfvs as well as their navsea 05 first article qualification letter or other proof of successful first article qualification of the same product to confirm that the offeror is qualified to produce compliant units to an earlier revision of ads 3. 1 and 3. 2, including under a rfv approved by the government. c. undergoing qualification: the government will evaluate the offerors proof of ongoing qualification process, which includes the current stage of the process and anticipated completion date to confirm the offeror is currently undergoing qualification for the tr317 series hull penetrator. d. not currently qualified: the government will evaluate the offerors statement for confirmation that they are not currently qualified or currently undergoing qualification to produce tr317 series hull penetrators.

The government will evaluate proposed prices by performing a price andor cost analysis in accordance with far **** procedures solely for clin **** for the qualification units. All final bid packages must be submitted by 2:00 PM EST on October 19, 2025. Partial and late bid packages will be rejected.

Payment shall be made after services have been provided and the contractor has invoiced the contract. All payments shall follow the per unit bid price in schedule of items. Payment shall be made as specified in the contract.

The government will evaluate offers based on the best overall value to the government, price, and other factors considered. Technical confidence and past performance are equal in importance.

Offerors shall have a valid SAM. gov registration at the time of offer submission.
