This is a Request for Quote (RFQ) for biohazardous waste removal and disposal services for the John D. Dingell VA Medical Center. The government intends to award a firm-fixed price contract for a base plus four one-year option periods. The contractor must provide all personnel, supervision, labor, equipment, materials, and disposal necessary to provide the services at the Detroit VA Center and its associated CBOCs, according to the Statement of Work (SOW). A site visit will be held on November 13, 2025, at 10 AM sharp. Technical questions will be received no later than 12 PM noon EDT on November 17, 2025. Quotes are due no later than 12 PM noon EDT on November 20, 2025. The solicitation is set aside for small businesses. The government will evaluate quotations using the comparative evaluation process outlined in FAR ****(b)(3). The government reserves the right to consider a quotation other than the lowest price that provides additional benefits. Quotes should ensure that there is enough information in addition to the required information to adequately describe how the quoter expects to meet or exceed the requirements identified in the statement of work. Failure to meet any requirement established in this RFQ may result in rejection of the quote. Only emailed quotes shall be accepted. The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition. The vendor must supply a statement which concurs with the solicitation terms and conditions. The vendor must also acknowledge and concur with all amendments individually. It is up to the vendor to monitor and concur with all publicized amendments even after package submission. Failure to individually concur with all solicitation amendments and provide this certification will result in the offeror being immediately excluded for award. Signed attached WD compliance memorandum failure to complete will be considered an incomplete quote and may result in a withdraw from consideration. Provide pricing information with a breakdown of all labor separate labor categories and materials. Provide a proposed startup and phase-in schedule, up to and including first pickup for each location. Provide a detailed contingency plan in the event of equipment failure or transportation problems, which will be utilized to assure contractor compliance with delivery schedules stated in the sow. Contractors contingency plan to include backup production facilities andor plans for use in the event of failure of contractors equipment andor main production facility. This contingency plan shall also include transportation vehicle failure. Provide at least three and not more than five past performances for work of a similar size, scope, and complexity within the past 5 years. The government will review the quality, relevancy, and recency of the quoters past performance as it relates to the probability of successful accomplishment of the required effort. The past performance evaluation may be based on the contracting officers knowledge of and previous experience with the supply or service being acquired. A site visit will be held on Thursday November 13, 2025, at 10 am EDT sharp no exceptions. All interested parties who attend the site visit shall meet at the reception desk in the blue lobby entrance of the medical center.
