Proposals should demonstrate a clear understanding of the required field investigation, feasibility review, final design expectations, optional permitting tasks, and directional boring considerations necessary to support the proposed submarine cable interconnection.

The project shall be completed no later than May 1st, 2027.

Contractor shall be paid on a time and materials method of payment. The total project cost shall not exceed $76,**** gross cost prior to incentives. After application of all eligible incentives, the net project cost shall not exceed $72,****.

Project will be awarded to the lowest bidder to promote the public interest, taking into consideration the reliability of the proposer, price, the quality of the materials, equipment, or supplies to be furnished, their conformity with the specifications, the purposes for which required, and the terms of delivery, completion, and training.

Respondents shall have demonstrated experience in designing, planning, scheduling, permitting, and constructing complete solar PV systems, have knowledge of local utilities, provide project financial analysis, including production estimates, cost savings projections, and incentive assumptions, provide rebate support, and provide system monitoring capabilities and training.

If the successful bidder fails to deliver within the time specified, or fails to make replacement of rejected articles, the county may purchase from other sources and the bidder agrees to reimburse the county for excess costs. A contract may be cancelled at the successful proposer's expense upon nonperformance or poor performance of the contract on ten 10 calendar days written notice.

To be rated technically acceptable, the proposal must include all required entries. Omission of any required entry will result in technically unacceptable fail and ineligibility for award. Relevant experience requires two completed projects within the last five years, each relevant to similar electrical experience.
