This is an open, two-step Advanced Research Announcement (ARA) for the development of offensive cyberspace operations (OCO) alternate access cyber capability prototypes. White papers are accepted until June 30, 2031. Formal proposals will be by invitation only. The total estimated funding is approximately $999M, with individual awards ranging from $10M to $50M, potentially up to **** can be in the form of FAR-based contracts or Other Transactions (OT). The goal is to gain adversary infrastructure access not possible through traditional cyber capabilities. Foreign participation is closed, with exceptions for fundamental research. Offerors must be registered in SAM. gov. Security risk reviews will be conducted for all proposed senior key personnel.
White papers will be accepted until 6:00 PM EST on June 30, 2031. Suggested submission dates for **** are also provided, with FY31 funding available by December 30, 2030.
Proposals will be evaluated based on overall scientific and/or technical merit, potential contribution and relevance to the Department of the Air Force objectives, the extent to which the offeror demonstrates relevant technology and domain knowledge, and the reasonableness and realism of proposed costs and fees.
