Proposals must be submitted electronically through the Rocky Mountain e-Purchasing System/BidNet no later than 2:00 p. m. , m. d. t. , August 18, 2026.

The contractor's general warranty and guarantee are detailed in Article 6 of the General Conditions.

Proposals will be evaluated based on the quality of the designbuilds proposal, management approach, experience of the construction firm, experience of the project managers, OHP fee, and construction phase general conditions costs.

Proposals shall be considered only from proposers that are established, financially responsible, and have the resources and ability to perform the required services in a professional and industry acceptable manner.

A pre-proposal conference is scheduled for July 30, 2026, at 2:00 pm, m. d. t. , held remotely via Microsoft Teams. Attendance is not mandatory but highly recommended.

Failure to provide requested information to substantiate qualifications may result in proposal rejection. Failure to comply with statutory requirements shall constitute a material breach of the designbuild contract.

The estimated total cost of the work is approximately $3. 4M.

All services must commence within thirty (30) calendar days of receipt of purchase order and must be completed within thirty (30) calendar days. Submissions will be evaluated on on-time and complete submission, license requirements, projected completion date, lead time, previous performance, statement of qualifications, current and pending workload, and pricing versus the market. Bidders must be normally engaged in performing the type of work specified, have adequate organizational resources, facilities, equipment, and personnel. They must be an active registered vendor with the tribe and have an existing active funded service agreement with the Housing Department. A current certified license relevant to the services and a minimum of two years of experience are required. Prospective bidders who arrive more than ten 10 minutes late shall be disqualified and shall not be permitted to signin and attend the prebid conference.

Proposals are requested no later than 11:00 am EST on August 3, 2026.

The RFQ requires identification of individuals delegated authority to sign agreements and pertinent company information, including officers and delegated signatories.

The bidder agrees to complete the work within 150 working days from the date the notice of intent to award is issued.

The bidder further agrees to pay to, or allow the state as liquidated damages the sum of $1,000 for each working day thereafter that the entire work is not substantially complete.

If found to be in violation of work authorization requirements, the state shall have the right to cancel the contract immediately without penalty or recourse and suspend or debar the contractor from doing business with the state.
