Bids are due July 22, 2026, at 3:00 PM for the removal of an existing 4,000-gallon fuel tank and installation of a new 6,000-gallon tank for Fire Station #1. A pre-bid site visit is optional on July 9, 2026. Questions are due by July 15, 2026. Bid security of 5% is required. Failure to submit mandatory certifications will result in disqualification. The contract will be awarded to the lowest responsible and responsive bidder.
Bids must be physically received by the designated office prior to the time and date specified. The timedate stamp machine located in the purchasing office shall serve as the official master timepiece. Bids received after the exact time and date specified will not be considered and will be returned to the bidder unopened. The bidder assumes all responsibility for timely delivery, regardless of the method of shipment chosen including courier services, usps, or handdelivery. The submission deadline is July 22, 2026, at 3:00 PM.
Applications for progress payments may be submitted monthly based on the percentage of work physically completed onsite and verified by the municipal inspector. The city will withhold five percent (5%) of the gross amount of each approved progress payment as retainage. Retainage will be withheld until all conditions for final release are met.
Upon final completion and acceptance of the work, the contractor shall provide a maintenance bond covering one hundred percent (100%) of the final contract sum, valid for a period of two (2) years from the date of final signoff, to guarantee repair of any latent construction defects or material failures.
The contract will be awarded to the lowest responsible and responsive bidder matching the specifications for standard goods and public works.
Bidders must be qualified and licensed petroleum bulk storage contractors. They must also submit fully executed, signed, and completed copies of several mandatory certifications and background forms, including a Statement of Bidder's Qualifications and a Vendor Responsibility Form Questionnaire.
Any unauthorized communication that violates the cone of silence shall be logged and may result in immediate disqualification of the offending bidder's proposal as nonresponsible. The violating firm may also be subject to temporary or permanent debarment from future municipal bids.
A site walkthrough will be conducted on July 9, 2026, at 10:00 AM. Attendance is not mandatory but highly encouraged.
Failure to include any of the completed mandatory forms at the time of public bid opening represents an uncurable fatal defect. Failure to acknowledge receipt of any issued addenda on the designated execution sheets will constitute a material, noncurable fatal defect, and the bid submission shall be immediately rejected as nonresponsive. Violation of the cone of silence will result in immediate disqualification.
