This is a solicitation for a conference room design and technology upgrade for small and large conference rooms. The project involves the installation of modern AV and conferencing technology to enable high-quality collaboration and hybrid meetings. Key deliverables include fully installed AV systems, device configuration, labeled cables, end-user training, and as-built diagrams. The timeline includes phases for project kickoff, planning, procurement, installation, commissioning, and training. A site survey is required to assess existing infrastructure and identify risks. The contractor is responsible for providing all labor, materials, and equipment, including rewiring and organizing cabling. Integration testing with existing network infrastructure and conferencing platforms is crucial. User training and comprehensive documentation will be provided. The contract will be firm-fixed-price, with payments structured by milestone completion. Evaluation criteria include technical approach and past performance, with technical and past performance being approximately equal to cost or price. The bid submission deadline is April 30th, 2026, at 12 noon Eastern Time. All offerors must be registered in SAM. gov. Questions are due by April 21st, 2026, and responses will be posted to SAM. gov by April 23rd.
The vendor start date is within 30 days of award, and the vendor closeout date is no later than 3 months from the vendor start date.
The government intends to issue a firm-fixed-price contract. Payments will be structured by milestone completion and into two installments: the first during the procurement phase and the final upon project approval and completion. Invoices must be submitted with progress reports prior to first and last installment payments.
The contractor shall provide a minimum one-year warranty on all equipment, materials, and workmanship, starting from the date of final system acceptance. This warranty covers defects in materials and workmanship, equipment failures under normal operating conditions, and installation-related issues. The contractor shall also provide system support for three years from the date of final system acceptance.
Technical and past performance, when combined, are approximately equal to cost or price. Weighted criteria will be used to evaluate prior experience with similar projects, accuracy of reports on past contracts, degree of technical complexity, adherence to schedules, and problem-solving methods.
Offerors must be registered in the System for Award Management (SAM. gov). When submitting the bid, responses must include company name, SAM UEI number, company address, point of contact information, business size classification, and GSA contract number if applicable.
A site visit is scheduled for April 16th, 2026, at 10:00 AM Eastern Time. It is not mandatory but highly recommended. Please RSVP by April 14th, 2026.
