This is a combined synopsis/solicitation for rental equipment and services for the USS Harry S. Truman CVN 75 homecoming event at Naval Station Norfolk, Pier 14 on May 27, 2025. The solicitation closes at 12:00 PM EST on Tuesday, May 13, 2025. The contract will be awarded based on best value to the government, considering price, technical capability, past performance, and ability to meet the required schedule. Delivery and setup are required by Friday, May 23, 2025, at 6 PM local time, and breakdown and pickup by Wednesday, May 28, 2025, at 6 PM local time. Delivery drivers and setup personnel must have Norfolk Naval Base access. The government reserves the right to inspect all equipment upon delivery. Payment will be made in accordance with the terms of the contract and upon completion of services. The contractor shall comply with all applicable federal, state, and local laws, as well as US Navy and Naval Station Norfolk regulations. The contractor shall follow all OSHA, DOD, and base-specific safety guidelines.

The contractor will lease and service portable chemical latrines at Barksdale Air Force Base, adhering to all applicable regulations. The contract is a continuation of a previous one.

This solicitation is for a supply contract for pharmaceutical products. Offerors must submit prices for the base year and all four one-year options for all line items. Offered prices must include a 0. 5 cost recovery fee. Offerors must list an 11-digit NDC number for each offered drug. A letter of commitment from the manufacturer is required if the offeror is not the manufacturer. One award will be made in the aggregate for all line items for the base year, including all four option years. Proposals must include a price for the base year and each option year. The contract will be effective on the date the contracting officer signs the **** and notifies the offeror. The implementation period is the timeframe beginning on the contract effective date and ending at the start of the ordering period. The ordering period begins at the expiration of the implementation period. The contract will be in effect for the duration of the implementation period plus one year ordering period with four one-year pre-priced option ordering periods. All bottles of 400 tablets/capsules or less must have a safety cap. All tablets/capsules must be compatible with automated dispensing units. All pharmaceutical products must include bar code labeling. The Drug Supply Chain Security Act (DSCSA) requirements apply. Offerors must provide a separate and distinct 11-digit NDC number unique to the offeror. If a drug recall is initiated, the contractor shall immediately forward the recall notification. If a covered drug is proposed, the awarded prices shall meet the requirements of 38 U. S. C. 8126. The government may terminate the contract for cause in the event of any default by the contractor. The contract price includes all applicable federal, state, and local taxes and duties.
