All vendors must have an active registration in sam. gov at the time of submission in order to be considered.

Any vendor that does not have an active sam. gov registration will be rejected as non responsive.

The execution date for the work is September 2026.

The services are to be invoiced after completion of the work and fault-free acceptance with a final invoice. Priority is given to the payment conditions stated in the written order.

The warranty period is 3 years and begins on the day of acceptance of the work by the client. Faults arising within this period must be rectified within 14 days of request.

By signing the offer, the contractor confirms they possess all necessary materials, labor, equipment, and knowledge to perform the work expertly and on schedule.

If agreed deadlines are not met, the client is entitled to enforce compensation claims (liquidated damages) in accordance with contractual provisions.

Before preparing the quotation, the bidder must obtain adequate information about the building site condition, access, storage, and other local peculiarities. An appointment must be arranged with the point of contact.

The client reserves the right to reject contractor personnel without stating reasons, without any rights accruing to the contractor.

To be considered for award a contractor must have a fully developed plan to execute contract performance and satisfy the statement of work sow.

Qualifications are required to prove competence in the area of work. A relevant current CA license by the prime or the subcontractor will satisfy this requirement. If a relevant CA license is held provide the license number. In lieu of a CA license an equivalent credential certificate may suffice and must be provided to evaluate competency.

A site visit is tentatively scheduled for Wednesday 24 June at **** PDT. The site visit is not mandatory but strongly recommended.

Bids will be received until 4:00 p. m. local time, August 12, 2026.

All items that must be provided to ODOT must be received by the purchaser within 5 business days after ODOT’s issuance of intent to award notice, unless otherwise stated or agreed upon.

No payment can be made until a properly completed W9 is on file with ODOT.

ODOT will add a percent increase to out-of-state bidders' prices for reciprocal preference and deduct a percentage for Buy Oregon preference for evaluation purposes only.

The apparent successful bidder must be duly authorized by the state of Oregon to transact business and may need to provide an Oregon business registry number or a foreign business registry number.

An award protest must be delivered via email to the purchaser identified in OregonBuys for this ITB no later than the deadline for award protests specified in ITB section 6. 1 Solicitation Schedule.

Bidders may not discriminate against a subcontractor based on their status as a disadvantaged business enterprise, minority-owned business, woman-owned business, veteran-owned business, or emerging small business. Violations may result in debarment, disqualification, or breach of contract.
