This is a sealed bid invitation from the City of Worcester, Massachusetts, for the supply of dry coarse sand for street sanding. The delivery and/or completion will be made within twelve 12 days from the date of notification by the city, as stated in the bid notice.
The bid notice specifies prompt pay discounts of 30 days, with net payment terms of 45 days.
The bidder guarantees to the city of Worcester all equipment, materials and/or workmanship for a period of one 1 year after final inspection and acceptance, and shall replace promptly any defective equipment, materials and/or workmanship required without additional cost to the city.
Awards will be made to the bidder quoting the lowest net price in accordance with the specifications, and the procurement officer shall award the contract to the lowest responsible and responsive bidder.
The bidder must certify that no official or employee of the City of Worcester is pecuniarily interested in the proposal or contract, and that the bid is made in good faith without fraud or collusion. Additionally, bidders must be responsible and responsive, possessing the capability, integrity, and reliability to perform the contract requirements.
If a bidder withdraws their bid after the specified time and date, they shall forfeit their bid deposit as liquidated damages. Failure to contract and provide a bond within ten days of notification may result in the bidder being deemed to have abandoned the contract, with the bid security becoming the property of the city as liquidated damages.
Samples of the product to be delivered may be taken by a representative of the city, either prior to delivery or while it is being delivered, or from the storage facilities. The bidder agrees to furnish the necessary manual labor, without additional cost, required to assemble the physical samples.
Any prospective bidder requesting a change in or interpretation of existing specifications or terms and conditions must do so within five 5 days, excluding Saturdays, Sundays, and holidays, before the scheduled bid opening date.
