The Town of North Hempstead is seeking proposals for routine and emergency veterinary services for its animal shelter's canine population. Services include general health programs, consultations, surgeries, euthanasia, and specialized treatments. The selected vendor must operate a licensed veterinary clinic within ten miles of the shelter and be available during specified hours, with on-site availability. Proposals are due July 21, 2026. Evaluation will be based on proposal substance, relevant experience, vendor resources, technical proposal, fee proposal, and local business certifications.
Proposals are due by 11:00 a. m. on July 21, 2026.
Payments shall be made to the consultant in arrears and shall be expressly contingent upon the contractor submitting a claim form satisfactory to the town, certifying services rendered and payment requested, and being accompanied by supporting documentation. Claims should be submitted no more frequently than once a week and no later than one month following the town's receipt of services.
Proposals will be evaluated based on substance of the proposal (30 points), relevant experience of proposer (20 points), size, staffing, resources of vendor (10 points), technical proposal/completed forms (10 points), fee proposal (30 points), MWBE or SDOVB (5 points), and local business certification (5 points). Presentations, if held, are worth 10 points.
Proposers must be a New York State licensed veterinary clinic specializing in animal medical services and have at least seven years of experience in the industry. Firms must possess all necessary licenses, certifications, permits, approvals, and authorizations.
If any person refuses to testify before a grand jury or other authorized agency concerning a transaction or contract with the state or a political subdivision, even if offered immunity, that person or any firm of which they are a part may be disqualified for five years from submitting bids or entering into contracts with the town. The agreement may also be cancelled without penalty.
