Proposals are invited from qualified firms.

Proposals must be submitted no later than 4:00 PM on Thursday, August 13, 2026. Proposals received after this deadline will not be considered.

Proposals will be evaluated based on experience and reputation, qualifications of personnel, understanding of the project, fee proposal, and references. The city will base its selection on considerations including, but not limited to, unit prices and the clear ability of the proponent to successfully perform under the terms of the contract.

Proponents must have experience in the specific area outlined by the various sections of this proposal and demonstrate their ability to successfully perform the work. Proponents who do not fully respond to all questions, who do not clearly outline their proposed services, equipment and approaches, andor who fail to clearly demonstrate their ability to perform under the draft contract shall be determined to fail meeting the minimum general qualifications.

Any bid protest regarding the solicitation must be submitted in writing to the director of purchasing, 7 days prior to bid opening. Failure to comply with process integrity requirements or substantially diminish the city's ability to award a contract in a timely and contention-free manner may result in disqualification. Any evidence that indicates a proponent has failed to comply with the specific process integrity requirements or has otherwise substantially diminished the citys ability to award a contract in a timely manner and free of contention may result in that proponents disqualification and forfeiture of the proponents proposal bond.

The estimated value for the debt issuance is $25,000,000. This request for proposal is for an underwriter for debt issuance of approximately 25, 000, 000 to fund the Quincy Sports Community Complex QSCC.

Qualifications must be submitted electronically via the BidNet Direct platform no later than 12:00 PM, noon, prevailing time on August 21, 2026.

Submissions will be evaluated based on the qualifications and experience of the individuals who will perform the services, and the qualifications and experience of the firm, including the quality of similar services provided to others relative to performance, and ability to complete the work in accordance with the clients schedule.

Respondents must provide documentation demonstrating their experience for each service they wish to be qualified for, meeting minimum experience requirements and possessing necessary licenses and insurance.

Responses that are conditional, incomplete, obscure, contain additions or deletions, or errors may be rejected.

The period of performance will commence on September 19, 2026, through September 18, 2029.

A qualified contractor must already have the necessary data elements for the subscription in place at the start of the period of performance.
