The period of performance for the main contract is from 01 Aug 2026 to 31 Jul 2027.

Quarterly payments are authorized upon completion of services. Payment terms will be 30 days upon receipt of invoice with appropriate acknowledgment from the government personnel that the services were performed.

The contractor must ensure full proficiency in English for all correspondence, reports, manuscripts and conversations. All project personnel must complete training through the collaborative institutional training initiative (CITI) or an equivalent approved by NAMRU Indo-Pacific. Personnel must also complete training on research integrity, education, and misconduct.

The contractor shall conduct up to two site visits to the study locations to ensure the correct implementation of all study protocols and SOPs. A trip report must be submitted following each visit.

The contractor shall collect laboratory isolates from a minimum of three hospital sites in Laos. The isolates shall be selected from distinct patient samples from wounds, skin and soft tissues, blood, stool, urine, sputum, pus and other bodily fluids.

The solicitation closing date has been extended to July 7th, 2026, 3:00 PM EDT. Delivery to prime vendor distribution centers is required within 15 calendar days after receipt of order.

Contractor will receive payments from the prime vendor contractors instead of directly from the government. Invoices are submitted according to business-to-business agreements with prime vendors.

Offerors must have on file an FDA approved New Drug Application (NDA), Abbreviated NDA (ANDA), or Biologic License Approval for the offered drugs by the solicitation closing date.

If a national contract item is backordered due to awardee fault, the government may bill the awardee for any excess procurement costs. Failure to submit sales reports or timely pay the cost recovery fee constitutes a contract debt.

A contractor may be suspended and/or debarred for knowing failure by a principal to timely disclose credible evidence of a violation of federal criminal law involving fraud, conflict of interest, bribery, or gratuity violations.

The contract is estimated at $6,425,**** for 5 years.

Delivery must occur within 3 business days of order placement.

Pricing shall be a firm fixed price. Invoices shall be submitted monthly.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

The contractor distributorwholesalerpharmacy must have and maintain an active, unrestricted California State Board of Pharmacy license to distribute prescription drugs within California. If the contractor is not a pharmacy but a wholesaler or distributor, they must maintain a valid California drug distributor license or equivalent permit covering distribution of prescription drug products.

In the event of the contractors or a subcontractors noncompliance with clause ****, this contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts.
