Asphalt Repair Government Bids & RFPs

The period of performance for this contract is from August 3, 2026, to October 30, 2026. Mobilization of the plant and required materials need to be in place no later than August 10, 2026, and demobilization begins as soon as the last delivery has been made on or about October 30, 2026.

The contractor shall provide all labor, materials, supervision, and equipment necessary to meet the requirements of this procurement. The contractor shall submit a mix design to Yellowstone National Park for approval prior to the start of mixing. All vehicles and equipment used shall be thoroughly pressure washed prior to arrival and inspected by a designated Yellowstone National Park employee. The contractor shall have a current weed management plan that has been approved by the local county weed board and Yellowstone National Park. The contractor shall have a safety plan available and onsite.

Equipment found operating in the park that has not been inspected shall be dead lined and subject to a citation.

The contractor shall begin performance within 10 calendar days and complete it within 10 calendar days after receiving award, notice to proceed. This performance period is mandatory negotiable. See FAR ****.

The bid notice states that payment will be made by the contracting officer. Specific payment terms are detailed in Section G, Contract Administration Data, and include clauses like DFARS **** Wide Area Workflow Payment Instructions.

The award will be made to responsible offerors whose proposals meet the terms and conditions of this solicitation, based on lowest price and special standards of responsibility (SSRs). The projects will be awarded sequentially to the lowest-priced, responsible offerors.

Offerors must meet specific Special Standards of Responsibility (SSRs) including prequalification or registration with the Georgia, Florida, South Carolina, North Carolina, or Tennessee Department of Transportation and maintaining this qualification throughout the life of the contract, and providing documentation of a working relationship with a civil engineering firm.

If the contractor fails to complete the work within the time specified in the contract, the contractor shall pay liquidated damages to the government in the amount to be cited on each task order, if applicable, for each calendar day of delay until the work is completed or accepted.

A site visit will be scheduled to be held at Robins AFB on June 5, 2026, to allow offerors the opportunity to survey the site prior to proposal submission. All offerors will meet at the visitors center @9:00 AM EST to be escorted to the site. Offeror RSVPs will be due NLT May 29, 2026, 12:00 EST.

The bid notice does not explicitly state a deadline for challenging the bid. However, protests of orders in excess of $25 million may only be filed with the Government Accountability Office.

Failure to meet the Special Standards of Responsibility (SSRs) may result in the offeror not being eligible for award. Additionally, offers providing less than 180 calendar days for government acceptance after the date offers are due will not be considered and will be rejected.

The contract maximum is $40,000,**** as a result of all orders issued against all contracts awarded.
