This is a Request for Quotations (RFQ) for warehouse roof repair at the U. S. Embassy in Baku, Azerbaijan. The U. S. government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price, based on initial proposals without discussions. A mandatory pre-proposal site visit is scheduled for August 3, 2026. Quotations are due by August 10, 2026, and must be submitted electronically in English. Offerors must be technically qualified and financially responsible, with prior construction experience and SAM registration. The estimated contract value is between $20,**** and $27,****.
The project shall be completed no more than 40 business days after the start of activities. Work shall begin no more than 15 calendar days after notification of issuance of an order.
Requests for payment may be made no more frequently than monthly. Payment requests shall cover the value of labor and materials completed and in place. The 14-day period for payment is changed to 15 days.
The contractor warrants that the items delivered are merchantable and fit for the particular purpose described in the contract. Special warranties may be required, subject to stipulations in FAR ****, Warranty of Construction.
Award will be made to the lowest priced, acceptable, responsible quoter.
Offerors must be technically qualified and financially responsible, understand English, have an established business in Azerbaijan or plans to establish one within 30 days of award, be SAM registered, demonstrate prior construction experience, have necessary personnel and resources, possess required licenses and permits, meet local insurance requirements, be able to obtain performance security, have no adverse criminal record, and no political or business affiliation contrary to U. S. interests.
If the contractor fails to complete the work within the specified time, they shall pay liquidated damages to the government in the amount of **** USD for each calendar day of delay.
A mandatory pre-proposal site visit is scheduled for August 3, 2026, at 11:30 AM Baku time at the U. S. Embassy in Baku, warehouse at Mammadsharif Hamidov 51 street. Prospective offerors must submit names and phone numbers of representatives by July 30, 2026, to gurbanovaen@state. gov.
The contractor will provide a sample of roof materials for approval by the COR.
Failure to be registered in the SAM system at the time of proposal submission may deem the offeror's proposal non-responsible. Incomplete quotations will not be accepted. Failure to provide required information for security checks may be grounds for rejection.
The anticipated range in price of this contract is $20,**** - $27,****.
