The Illinois Department of Natural Resources is soliciting master contracts for the plugging and restoration of methane-leaking wells. Electronic bids are required through BidBuy. The state will make all decisions on compliance, evaluation, and terms and conditions, and shall make decisions in the best interests of the state and in accordance with the Illinois procurement code, rules and other applicable state and federal statutes and regulations. Bids become the property of the state and will be open to the public under the Illinois Freedom of Information Act (FOIA). Bidders must show the specific grounds in FOIA or other law or rule that support confidential treatment. The state will disclose the successful bidder's name, the substance of the bid, and the price. Bidders must submit additional copy(ies) of the bid with proposed confidential information redacted. The state may require that a bidder correct any deficiencies as a condition of further evaluation.
