This is a two-phase design-build requirement to convert an existing office (A412) into a patient bathroom and trench drain shower at the Robley Rex VA Medical Center in Louisville, KY. The estimated cost is between $100,**** and $250,****. The acquisition is 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. Phase 1 involves submitting qualifications, with the top three firms advancing to Phase 2. Phase 2 requires technical and price proposals. The submission deadline for Phase 1 proposals is August 14, 2026, at 2:00 PM EDT. RFIs are due by August 4, 2026, at 10:00 AM EDT. An organized site visit is scheduled for July 30, 2026, at 1:00 PM EDT. Award will be made on a best-value trade-off basis.
The period of performance for this project is 90 days from the start date. Phase I proposals are due August 14, 2026, at 2:00 PM EDT.
Payment will be made by the Department of Veterans Affairs. Invoices must be submitted electronically.
The contractor warrants that work performed under this contract conforms to the contract requirements and is free of any defects in equipment, material or design furnished or workmanship performed by the contractor or any subcontractors or supplier at any tier. Provide a warranty for all workmanship and materials used in the project. This warranty shall continue for a period of one year from the date of final acceptance.
Award will be made on a best value trade-off basis where all evaluation factors other than cost or price, when combined, are more important than cost or price.
Phase I evaluation will select no more than three 3 of the most highly qualified offerors to advance to Phase II. The evaluation will be based on corporate experience, technical approach, and past performance.
An organized site visit will be held Thursday July 30, 2026, at 1:00 PM EDT at B016 Maintenance Shop of the Robley Rex VA Medical Center in Louisville, KY. There will only be one organized site visit. Interested offerors are encouraged to attend, as no other access/site visit will be authorized.
Submitted proposals that do not meet the instructions may be determined to be nonresponsive and not considered for an award. Failure to complete and sign all required RFO certifications will render the offeror as technically unacceptable and ineligible for award.
