The US Army Contracting Command (ACC) is seeking a modification to extend a contract with Northrop Grumman Systems Corporation for sustainment support services for the Starliteer system. The extension is for five years. The justification for other than full and open competition is based on Northrop Grumman being the sole original equipment manufacturer (OEM) and the only source capable of meeting the government's requirements. The government has attempted to obtain the necessary technical data package (TDP) rights from Northrop Grumman, but they have refused to sell them. The government has determined that reverse engineering is not feasible due to the high risk, unacceptable delays, and significant duplication of costs. A sources sought notice was published, and only Northrop Grumman responded. The contract will include cost-plus-fixed-fee (CPFF) and cost-no-fee contract line item numbers (CLINs). The California Health and Human Services Agency, Office of Technology and Solutions Integration (CalHHS OTSI) is issuing an RFQ (Request for Quote) **** for the procurement of the Experian Aperture data studio data management suite.
