The contractor shall defend, indemnify, and hold harmless the state of Texas, its officers, and employees, and Texas Southern University its officers, and employees and contractors, from and against all claims, actions, suits, demands, proceedings, costs, damages, and liabilities. Acceptance by Texas Southern University of the bidder's offer by issuance of a purchase order will create a binding legal contract. The government anticipates awarding a firm, fixed-price contract. Offerors must submit questions in writing via email no later than 3 calendar days prior to the solicitation's closing date. The contract will be awarded to the most advantageous offer based on technical factors (including delivery date), price, and past performance. Normal working hours are between 8:00 AM and 4:45 PM JST, Monday through Friday. Additional information regarding travel, accommodations, medical treatment, parking, restricted colors, radio restrictions, personal computers, photography, safety, environmental requirements, accident reporting, security, and access to federally controlled facilities is included. The contract incorporates numerous FAR and DFARS clauses, including those related to electronic submission of payment requests, assignment of claims overseas, wide area workflow payment instructions, gratuities, security requirements, commercial and government entity code maintenance, and others. The offeror must provide their name, SAM registered CAGE code number, email address, phone number, and company size (large or small). Registration in the System for Award Management (SAM) is required.

The contractor must offer the lowest available fare that complies with the agency's mission requirements and the mission travel policy. The contractor must also provide lodging reservation services, and endeavor to obtain government rates when available. The contractor must provide environmentally sustainable measures such as offering travelers the option to book train travel for trips under 250 miles to encourage carbon savings.
