All work shall be completed within 380 calendar days after award.

Basis for award: Lowest price

This procurement is restricted to the mechanical MACC contractors. Only the mechanical MACC contractors listed on the RFP cover letter may submit a proposal.

Liquidated damages: $1,**** per calendar day of delay.

A site visit will be scheduled via amendment. Contractors are to meet at the Facilities Engineering and Acquisition Division FEAD Cherry Point office, Building 87, Marine Corps Air Station MCAS Cherry Point. This will be the only government-scheduled site visit for this project.

Failure to submit an electronic copy of your bid bond with your proposal will result in your proposal being deemed nonresponsive and your proposal removed from consideration.

Quotes are due by Friday, July 17, 2026, at 12:00 PM.

Evaluation factors are past performance, lowest price, and delivery time. Best value determination method will be used to make awards.

All vendors must be registered in SAM. gov and comply with the attached Service Contract Act WD ****.

A site visit is scheduled for Friday, July 10, 2026, at 10:00 AM. Contractors are required to attend and fill out a site visit form. Quotes submitted without attending will not be considered.

Submitted quotes without attending the mandatory site visit will not be considered.

The RFQ is due July 23rd by 1:00 PM EST.

Payment will be made by EFT: phone: fax: net 30 days.

Award will be made on a best value determination considering technical capability, past performance, and price.

Quoters shall submit a written technical proposal that demonstrates the ability to fully perform the requirements as outlined in the performance work statement. Quoters shall submit a narrative describing their specific past performance providing water cooling tower maintenance similar to the services required.

Failure to comply with instructions and provide all requested documents will result in quotes being rejected without further evaluation.

The proposal submission deadline is August 18th, 2026, at 2:00 PM local time.

Invoices shall be presented at the beginning of each month covering services and/or expenses incurred during the previous month. The contractor will pay the state of new mexico the gross receipts tax levied on the amounts payable under this agreement.

Unless otherwise specifically stated by the proposer, all equipment, materials, supplies and workmanship furnished or installed is to be free of defects and proposer shall agree to replace solely at his/her expense any and all defective equipment, parts, etc. within a one (1) year period after the date of acceptance of the items and/or installation unless otherwise agreed to in writing at the time of award.

Award will be made to the proposer who receives the highest total score, based on evaluation of experience, approach to deliverables, costs, and resident business preferences.

Proposers must demonstrate experience and qualifications, including providing three examples of previous design projects where the respondent firm was the lead engineering firm that included multidisciplined services.

A mandatory pre-proposal conference and site visit is scheduled for July 22nd, 2026, at 10:00 AM local time.

Offers received later than the due date and time shall not be considered. Offers submitted by fax or email shall not be considered. Unsigned offers will be considered nonresponsive and returned to the proposer.
