Proposals are due by Monday, August 31st at 8:00 am.

Terms of reimbursement and compensation will be determined in the contract. Costs not included in the budget proposal are not eligible for payment unless pre-approved by WRC.

The evaluation process will include individual committee member evaluation of each proposal and presentation, followed by committee discussion and formal recommendation of awardees. References will be contacted prior to making formal awards.

Prospective candidates must complete the general application questionnaire and provide a clear and comprehensive plan for achieving the deliverables, description of experience and qualifications, budget estimate, and 3 professional references.

The final recommendation of the SDP Local Advisory Committee will be submitted for approval by the WRC Executive Director and is not subject to appeal by any applicant.

Any information withheld or omitted, or failure to disclose any history of deficiencies or client abuse shall disqualify the applicant from an award of the project and/or contract. Any proposal that deviates from the submission instructions may be disqualified.

The project duration is 300 calendar days from the notice to proceed.

The contractor shall guarantee that all work performed will be free from all defects in workmanship and materials for a period of one year from the date of the certificate of completion and acceptance of the work.

Prospective contractors must be registered with the SBA and SAM databases. Bids will only be accepted from SDVOSBs that are determined to be responsible and responsive contractors. Prospective contractors must be approved under NAICS code ****, with a size standard of $45. 0 million.

Contractor must visit site and meet with contracting officers representative cor prior to bidding.

Contractor submission requirements cannot be accepted for work to begin without meeting all ACC platform requirements outlined herein, including completing required ACC platform training.

The magnitude of construction construction cost range for this project is between 15 million.

Payments will be made in arrears upon receipt of a properly prepared invoice. Invoices shall be submitted monthly in accordance with **** Electronic Submission of Payment Requests. Payments shall be made in arrears upon receipt of a properly prepared invoice.

Contractor shall conduct semiannual site visits to each facility each year to ensure television signals are being received and for quality of picture and sound. Visits will be scheduled at least two weeks in advance with the contracting officer representative cor.

Failure to comply with facility requirements may be considered a material breach of contract and a violation of federal law. Violations of va regulations may result in citation answerable in the united states federal district court, not a local district, state, or municipal court.

Offers must be submitted via email no later than 10 AM PST on Monday, July 20th, 2026.

The government intends to award a contract to the responsible offeror whose offer, conforming to the solicitation, offers the lowest price, whose offered price does not exceed the amount of funding available for the procurement, and whose offered price is found to be reasonable. Price alone is the sole evaluation factor.

Offerors must submit evidence that they are an authorized service provider for DirectTV and provide at least 3 references from VA medical facilities or other government agencies, or commercial customers within the last three years.

Failure to include required information with offers, such as special certifications or specialized experience, could result in a contracting officer's determination that an otherwise successful offeror is not eligible for contract award.
