The project must be completed within 180 days following voter approval. demonstrating the consultants ability to complete all major tasks, public outreach, environmental review if required, draft and final documents, and adoption hearings within 180 days following voter approval.

Consultants must describe up to three projects where they assisted a local agency in addressing HCD findings, correcting state housing law compliance issues, resolving housing element deficiencies, or implementing corrective rezoning and code amendments. Resumes must be provided for all attorneys proposed to work under this contract, noting any existing security clearances. If individuals are not currently employed by the firm, signed letters of commitment are required. Attorneys must be admitted to federal district court and be in good standing with the federal district court and the state bar. Writing samples are required and must be grammatically and mechanically correct, with appropriate structure and format. They should be clearly written and relevant to the purpose. at a minimum, the writing samples shall not have more than a total of five 5 grammatical andor mechanical errors and the writing samples shall be wellchosen and relevant.

Poorly chosen or incomplete writing samples with numerous grammatical or mechanical errors may result in a low rating. writing samples representing a total lack of writing skill e. g. , numerous grammatical andor mechanical errors affecting the readers ability to understand the written material andor incomplete, andor unrelatedpoorly chosen writing samples may result in a low rating.

Proposals must be received by 10:00 AM Eastern Time on June 22, 2026.

The award will be made using the best value tradeoff method, considering technical approach, past performance, and price. Technical approach and past performance are more important than price.

Offerors must be responsible and demonstrate an effective, efficient, and achievable approach for accomplishing the work, with a strong past performance record. Key personnel qualifications are also evaluated.

Proposals rated low confidence or unacceptable for any factor, or unreasonable in price, are not eligible for award. Misrepresentation of facts or failure to disclose organizational conflicts of interest may also lead to disqualification.

The BPA ceiling is $10,000,000.
