The bid submission deadline is June 11, 2026, at 2:00 p. m. EST. Bids received after this date and time will not be considered.

The city will pay invoices within 30 days of receipt. Any payment terms stated by the contractor requiring payment in less than 30 days will be regarded as requiring payment 30 days after the date of receipt of the invoice by the city or the date of delivery of the goods or services, whichever occurs last. Any invoice not paid within 30 days will accrue 1% interest per month.

The contractor warrants that all materials and equipment furnished will be new unless otherwise specified, and that all workmanship will be of first-class quality, free from faults and defects and in conformance with the contract documents. The contractor shall guarantee for a term of one (1) year from the date of final completion or final payment, unless otherwise provided for in the certificates of substantial or final completion or the contract documents: the quality and stability of all materials equipment and work; all the work against defects in materials, equipment or workmanship; and all shrinkage, settlement or other faults of any kind which are attributable to defective materials or workmanship.

The award of the contract will be to the responsible bidder submitting the lowest responsive base bid.

Each bidder must be prepared to submit within five calendar days of the owner's request written evidence of his qualifications for the project, including, without limitation, financial data, previous experience, resources, personnel and evidence of authority to conduct business in the jurisdiction where the project is located. Bidders must be registered in the Commonwealth of Virginia and licensed to do business in the City of Fredericksburg. Any and all subcontractors must also meet these requirements.

If the successful bidder defaults by failure to enter into the contract and to provide required performance and payment bonds, the certified check or bid bond accompanying the successful bid shall be collected by the city, not as a penalty but as liquidated damages for delays and such additional expenses as may be incurred by the city for reasons of such default.

Bidders are requested and expected to visit the site of the project to alert themselves to local and special conditions which may be encountered during construction of the project. Failure to make such investigations shall not relieve the successful bidder from performing and completing the work in accordance with the contract documents.

Samples may be submitted as part of the bid documents for review and approval.

Any protest to award a contract shall be in writing and shall be delivered so that it is received by the City Manager not later than five (5) business days after announcement of the award or decision to award, whichever comes first. Otherwise any such protest shall be deemed to be waived.

The bid notice states that responses under this sources sought notice must be submitted by close of business, May 18, 2026.

The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated, secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements, implement a successful project management plan that includes: compliance with tight program schedules cost containment meeting and tracking performance hiring and retention of key personnel and risk mitigation and provide services under a performance based service acquisition contract.

Potential sources shall be capable of furnishing all labor, materials, facilities and equipment required to accomplish the new manufacture of the item(s). Generally, this entails the procurement manufacture of component parts, inspection, testing, preservation packaging, and shipping. Additionally, potential sources may be responsible for supply chain management, logistics planning, forecasting production requirements, long lead time parts procurement, diminishing manufacturing sources and material shortage issues, and shipping serviceable assets.
