The U. S. Food and Drug Administration (FDA) requires a new rotational rheometer system. The system must be a complete turnkey solution, including installation, training, and a minimum one-year warranty. Quotes are due by September 30, 2026. The evaluation will be based on lowest price technically acceptable. Offerors must be registered in SAM. gov and provide technical documentation demonstrating compliance with all minimum requirements. ICT supplies must comply with Section 508 accessibility standards.
Delivery, installation, and training visits shall not be scheduled during federal holidays or federal closures. The offeror agrees to hold prices firm through September 30, 2026.
Payment terms are Net 30 days after government acceptance of supplies/services. Invoices must be submitted electronically through the U. S. Department of Treasury's Invoice Processing Platform (IPP).
The system must include a minimum one (1) year comprehensive warranty covering all parts, labor, and onsite repairs, along with access to technical support.
The government intends to award a firm-fixed-price contract to the lowest price technically acceptable and responsible offeror.
Offerors must be registered and active in SAM. gov by the date and time set forth for receipt of quotes/proposals and shall include their SAM unique entity ID (UEI) with the quotation.
If the services are rejected for failure to conform to the technical requirements of the task order, or any other contractually legitimate reason, the contractor shall not be paid, or shall be paid an amount negotiated by the CO.
Offerors that fail to complete the required representations and certifications or reject the terms and conditions of the solicitation may be excluded from consideration. Submissions containing macros will be considered nonresponsive.
