This is a Request for Proposals (RFP) for comprehensive medical support services for U. S. Customs and Border Protection (CBP). The contract will be a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract with firm-fixed-price task orders. Services include pre-employment medical examinations, fitness testing, drug testing, laboratory services, and medical review officer (MRO) services nationwide and at select international locations. The period of performance is 60 months. Offerors must be registered in SAM. gov and undergo background investigations. Proposals will be evaluated in two phases: Phase I (written submissions for technical approach, past performance, and prior experience) and Phase II (oral presentation, small business utilization plan, and cost/price proposal). Award will be made on a best-value tradeoff basis. Key personnel resumes and a draft transition-in plan are required. Questions are due by April 7, 2026.
The tentative period of performance is projected to commence on 08/01/2026 and conclude on 07/31/2031.
Payment will be made by the U. S. Customs and Border Protection, and invoices must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP).
The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
Award will be made to the responsible offeror whose proposal is determined to be the best value to the government, considering price and nonprice factors as described in the solicitation.
Offerors must be registered in SAM. gov at the time of proposal submission and at the time of award. Contractor personnel requiring access to CBP facilities and IT systems must undergo background investigations.
The contract includes clauses related to default, liquidated damages, and potential termination for cause, which may result in penalties for non-compliance or failure to perform.
Protests must be served on the contracting officer by obtaining written and dated acknowledgment of receipt within one day of filing a protest with the GAO.
The estimated total value of the acquisition is $19,000,****.
