Procurement for dairy products and juices for Texas Health and Human Services Commission (HHSC) facilities statewide. Contract duration is one year with one optional one-year renewal. Bids are due July 15, 2026, at 10:30 AM CT. Bidders must bid on at least 95% of fluid dairy products for the locations they wish to service. Delivery is required to designated facilities statewide, with specific guidelines on temperature, dating, ordering, and delivery times. The estimated historical spend is $3,200,**** for the period 09/01/26 - 08/31/27. Awards will be made based on best value to the state, considering bidder's ability to meet requirements, performance, delivery, and price.
Responses must be received by July 15, 2026, 10:30 AM CT. Deliveries are to be made between 7 am - 2 pm, Monday through Friday, or as agreed by the QOE.
Payment will be made in accordance with chapter **** of the Texas Government Code, known as the Texas Prompt Payment Act. Invoices must include the contract or purchase order number and describe the work completed.
Award will be made to the bidder who provides the best value to the state, considering meeting or exceeding requirements, ability to meet performance and delivery, and price.
Bidders must submit a comprehensive response including all required information and documentation to demonstrate they meet all requirements, possess the required experience and qualifications, and have the capacity to provide the goods and/or services.
Failure to provide mandatory reports may result in negative vendor performance reporting and jeopardize future bidding. HHSC reserves the right to purchase late items on an emergency basis and charge any resulting increase in price and any additional delivery charges to the awarded contractor.
A sample of products may be requested at any time for quality control monitoring. If a complaint on a product has been made, a sample case may be requested.
Failure to comply with communication restrictions, submitting exceptions to the IFB, not providing required literature with the bid, or failing to monitor the ESBD for addenda may result in disqualification.
