Proposals must be received by 4:00 PM on Thursday, July 16, 2026.

Payment terms are to be negotiated with the selected respondent, based on a fixed fee price from estimated hours, not to exceed cost reimbursement.

The selection committee will review consultants based on a 100-point matrix, considering project approach, schedule, cost, qualifications, team experience, and references.

Questions concerning the RFP documents must be received by 12:00 PM on July 1, 2026.

Failure to comply with process integrity requirements, including communicating only through the designated contact, may result in disqualification.

Award will be made only if the offeror, the product service, or the manufacturer meets the qualification requirement(s) at time of award, in accordance with FAR clause 52. 209-1. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation.

Offers received within 45 days (30 days if award is issued under an existing basic ordering agreement BOA) after date of publication of this synopsis will be considered by the government. A determination by the government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the government.

Project completion is 16 weeks after receipt of order, to include product delivery, training, and installation.

A two 2 year product warranty for full parts and labor is included.

Contractors whose personnel are denied entry to TYAD due to security requirements are not relieved of their obligation to provide required contract performance and must do so at no additional cost to the government. Any contractor failing to perform or that fails to perform in a timely manner under such circumstances may be terminated for default or be subject to other contractual remedies as appropriate.
