This is a Request for Quotations (RFQ) for the AC and ceiling lighting renewal for the CAC at the U. S. Consulate General Sapporo, Japan. The U. S. government intends to award a firm-fixed-price contract based on initial quotations. A pre-quotation conference and site visit will be held on Wednesday, May 20, 2026. Questions regarding the RFQ may be submitted via email by Tuesday, May 26, 2026. Quotations are due by Monday, June 1, 2026, and must be submitted electronically in English. All U. S. contractors must be registered in the System for Award Management (SAM) database prior to submitting a quotation. Overseas contractors are recommended to register prior to contract award. The Statement of Work (SOW) details requirements for electrical work, HVAC and mechanical work, refrigerant handling, and relevant experience. Contractors must adhere to safety protocols, noise management, and maintain sensitivity in occupied spaces. All work must comply with applicable Japanese and U. S. codes and standards.
Quotations are due by 12:00 noon on Monday, June 1, 2026 JST. No quotations will be accepted after this time.
U. S. firms are eligible to be paid in U. S. dollars. Any firm that does not meet the definition of a U. S. firm shall submit its prices and receive payment in Japanese Yen. The U. S. Consulate General Sapporo is exempt from Japanese consumption taxes.
The contractor shall guarantee all the work completed under this contract against any defects resulting from the contractor's performance for the period of one (1) year from the date of acceptance of the completion by the COR.
The U. S. government intends to award a firm-fixed-price contract to the responsible company submitting an acceptable offer at the lowest price.
Contractor qualifications include: for electrical work, personnel must possess a valid Japanese first-class or second-class electrician license working under a first-class electrician; for HVAC and mechanical work, personnel must possess required licenses and registrations, and HVAC work must be supervised by qualified personnel; for refrigerant handling, personnel must be properly qualified and hold a valid refrigerant recovery operator certification. The contractor must also demonstrate prior experience performing comparable renovation work in occupied commercial, institutional, diplomatic, or similarly sensitive facilities.
A pre-quotation conference and walkthrough at the site will be held on Wednesday, May 20, 2026, from 10:00 a. m. to 12:00 noon Japan Standard Time at the U. S. Consulate General Sapporo.
The contractor shall submit shop drawings, material samples, and color samples for COR approval prior to work commencement.
