The State of Hawaii, Department of Health, Office of Medical Cannabis Control and Regulation (OMCCR) is seeking
graphic design and video
production services for patient and public education on cannabis and hemp-derived cannabinoid products. The contract period is from June 9, 2025 to November 7, 2025, with a possible one-year extension. The contractor must submit their offer using their exact legal name registered with the Department of Commerce and Consumer Affairs. The bid price must be all-inclusive, including taxes and expenses. Bids must be submitted through the HIEPRO system. Offerors must have expertise in
graphic and digital design software and video editing software. Examples of prior work must be submitted. The contractor is responsible for producing digital ads, video clips, brochures, booklets, pamphlets, infographics, illustrations, photo editing, and other
graphic design projects as needed. Specific deliverables include short video clips, infographics, and pocket guides. The state reserves the right to contact references to inquire about the contractor's past performance. The contractor must designate confidential portions of their offer. Prices, makes, and models, or catalogue numbers of items offered, deliveries, and terms of payment, shall be publicly available at the time of opening. Award will be made to the responsive, responsible contractor submitting the lowest offer. The lowest responsive contractor must submit a tax clearance certificate issued by the Hawaii State Department of Taxation and the Internal Revenue Service (IRS). The contractor must be a member of good standing in the Hawaii Compliance Express (HCE). Work will commence on the official commencement date specified by an authorized purchase order. No work is to be undertaken prior to the official commencement date.
