Warranty of supplies of a noncomplex nature is required, with a duration of 6 12 months and a claim period of 45 days after discovery of defect.

These items require government source approval prior to award. If you are not an approved source, you must submit, together with your proposal, the information detailed in the NAVSUP WSS source approval brochure.

Offers received which fail to provide all data required by the source approval brochure will not be considered for award under this solicitation.

The period of performance is from 07/01/2026 to 09/30/2027.

Technical capability is more important than price. Relevant experience, quality control data reporting, and schedule capacity are of equal importance and, when combined with technical capability, are significantly more important than price.

The contractor shall demonstrate experience and technical capability in molecular methods applicable to cyanobacteria and cyanotoxin production. The contractor shall provide qualified personnel with experience performing DNA/RNA extraction and ddpcr or rtddpcr analysis on environmental or biological samples.

Prospective offerors are cautioned against contacting government technical personnel in regard to this solicitation prior to award of this procurement. Delivery is estimated by August 31, 2026.

Payment will be made by Wide Area Workflow (WAWF). The contractor shall use the WAWF system for electronic submission of payment requests and receiving reports.

The government will award a purchase order to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered, on a lowest price technically acceptable (LPTA) basis.

Vendors must be responsible and their quotes must conform to the solicitation. Cybersecurity requirements, including NIST SP ****, are applicable.

Noncompliance with safety requirements may be cause for removal of a contractor or any contractor employee from the activity and may form the basis for contractual action, up to and including termination for default.

The RFI asks if the firm is willing to provide a system level warranty for turbine generator rehabilitation if installation is subcontracted to a qualified installation partner.
