The following criteria will be used to evaluate and rank submittals: Price (30 points), Qualifications/Experience (50 points), and Project Approach (20 points).
Offerors are required to describe a minimum of three most recent projects and provide references. The proposal should also include a description of the methodology to be used, identification of assigned positions and their roles, suggested project schedule, specific expertise, a brochure of past work, a list of principals and other professionals to be used, and the organizational structure of employees assigned to the project.
If the contractor fails to remove material within 48 hours after written notification from the agent, the city shall remove the material and charge the contractor for the expense, which will be deducted from the contractor's payment. If such conditions continue, the contract may be terminated due to breach of contract. Any penalties, fines, or citations for watering ordinance violations shall be paid by the contractor.
A pre-proposal meeting will be held on April 1, 2026, at 10:00 a. m. via teleconference. While the meeting is not mandatory, it is the proposer's responsibility to attend.
All protests regarding the RFP process must be submitted in writing to the City Director of Purchasing and Contract Management within 5 working days after the protesting party knows of the occurrence of the action which is protested.
